Background
The Global Survivors Fund (GSF) was launched in October 2019 by Nobel Peace Prize laureates Dr Denis Mukwege and Nadia Murad. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. It advocates for duty bearers and the international community to develop reparations programmes and alsoguides states and civil society by providing expertise and technical support. GSF's survivor-centric approach is the cornerstone of its work.
Role Summary
The Financial Control Manager safeguards the integrity, accuracy and completeness of GSF's accounting records and financial control environment. Reporting to the Head of Finance & Systems, the role oversees accounting quality, financial closure, operational treasury, statutory and regulatory compliance, audit preparation, and continuous improvement of financial policies, procedures and controls. The Manager directly manages and supervises the Financial Control Assistant and reviews work executed by the Assistant, the Account Payable part of the Procurement officer role and outsourced accounting provider, ensuring clear delegation, timely delivery and appropriate review without duplicating day-to-day execution. The role also provides Finance Business Partnering to Operations Heads of Unit and HR and technical financial-control guidance across GSF.
Financial accounting, general ledger, closure and outsourced provider management
Own the integrity, accuracy and completeness of the general ledger and supporting accounting records, including work delivered by the outsourced accounting provider;
Oversee and review the timely preparation of trial balances, journals, reconciliations, balance-sheet schedules and supporting documentation, ensuring outstanding items are investigated and resolved;
Lead monthly, quarterly and year-end close, assigning preparation work, reviewing outputs and coordinating internal teams and the outsourced accounting provider against timelines and quality standards;
Ensure consistent application of accounting policies, coding structures and allocation rules and that corrections and adjustments are completed promptly;
Maintain complete, organised and auditable financial records and appropriate retention of supporting documentation.
Financial controls, policies and compliance
Propose improvements to GSF's financial control framework, finance policies, procedures, standard operating procedures and practical guidance, supervising delegated drafting and implementation;
Monitor compliance with policies, delegated authorities, approval workflows and separation of duties and recommend corrective action where weaknesses are identified;
Lead periodic control reviews and support the prevention, detection and escalation of errors, misuse of funds, fraud indicators and other financial risks;
Provide technical accounting and financial-control advice to Finance colleagues, budget holders and other internal stakeholders;
Ensure payroll-related financial controls, reconciliations and accounting entries are complete and appropriately reviewed.
Treasury and financial operations
Oversee and supervise operational treasury, bank and payment processes executed by the Financial Control Assistant, ensuring appropriate controls, authorised access, escalation and timely execution;
Review cash positions, liquidity needs, cash-flow forecasts, foreign-currency exposure and recommendations prepared by the Financial Control Assistant; approve or expedite treasury actions within delegated authority;
Oversee accounts payable, advances, expense claims, corporate credit cards, petty cash and other recurring financial operations;
Ensure payments and financial transactions are complete, accurate, properly approved, supported and processed on time;
Oversee strategic and escalated relationships with banks, payment providers and other financial service providers while the Financial Control Assistant manages day-to-day operational interaction;
Ensure effective information exchange and appropriate internal review and control of outsourced activities.
Statutory reporting, audit and assurance
Coordinate preparation of annual financial statements, audit schedules, reconciliations and supporting evidence;
Act as the main operational contact for statutory and finance-related audits and ensure timely, complete responses to audit requests;
Track audit recommendations and management actions and support their timely implementation;
Coordinate statutory, tax, VAT and other regulatory financial submissions, working with specialist advisers as required;
Monitor relevant accounting, tax and regulatory developments and advise on necessary changes to controls or processes.
Finance Business Partnering
Act as Finance Business Partner to the Heads of Unit within the Operations Department, supporting annual budgeting, forecasting, regular budget monitoring and informed decision-making through timely financial analysis, advice and constructive challenge;
Partner with Human Resources on organisation-wide workforce planning, including staffing budgets, personnel-cost forecasting, recruitment plans, workforce scenarios and monitoring of related expenditure and financial risks.
Management and collaboration
Manage and directly supervise designated operational finance staff, including clear work allocation, objectives, technical review, feedback, coaching and performance reviews;
Coordinate effectively with FP&A, Funding and Programme Finance colleagues to ensure consistent financial information, controls and close processes;
Build financial-control awareness across GSF through practical guidance, training and responsive support. Undertake other related responsibilities consistent with the purpose and level of the role, as agreed with the Head of Finance & Systems.
Education and Experience
Recognised professional accounting qualification, or advanced degree in accounting, finance or business administration with equivalent professional expertise;
At least seven years of relevant experience in financial accounting, control, audit or finance operations, including experience at a senior technical or supervisory level;
Demonstrated experience of general-ledger oversight, financial closure, balance-sheet reconciliations, annual financial statements and audit coordination;
Strong knowledge of and experience with GAAP FER accounting standards and exposure to Swiss law with regards to Foundations;
Strong experience of internal controls, policies, statutory and tax compliance, treasury and operational finance processes;
Experience managing outsourced accounting or other finance service providers;
Experience in an international, multi-country and multicurrency environment; experience in a donor-funded, grant-making, humanitarian or international-development organisation is highly desirable;
Experience using accounting or ERP systems and contributing to finance-process or systems improvements;
Experience supervising, coaching or reviewing the work of finance staff.
Other requirements
Excellent written and spoken English and working knowledge of French;
