Organizational context: The International Trade Centre (ITC) aims to transform trade and change lives by enabling trade-led economic development, particularly in the Global South. The Division of Programme Support (DPS) is crucial for delivering ITC's mandate by providing essential advice, policies, and services. These include finance, human resources, IT, security, procurement, logistics, and asset management. The Director of DPS reports directly to the Executive Director.
Job purpose: The Director of the Division of Programme Support (DPS) is responsible for leading and managing the division to ensure the successful delivery of ITC's mandate. This involves formulating and implementing work programs, overseeing activities in finance, human resources, central support services, and information technology, and coordinating audit and oversight functions. The role requires providing strategic advice to senior management on resource allocation, administrative policies, and change management initiatives to enhance organizational efficiency and effectiveness. The Director also plays a key role in workforce planning, talent management, and ensuring high-quality outputs from the division, contributing to ITC's overall objectives and representing the organization in UN inter-agency forums.
Responsibilities: Lead and manage the Division of Programme Support (DPS), overseeing its work program and coordinating activities across finance, human resources, central support services, and information technology. Coordinate audit and oversight functions. Prepare and present reports to intergovernmental bodies on budget and program performance. Provide strategic advice to senior management on resource reallocation, administrative policies, and human resources strategy, including workforce planning, recruitment, and HR projects. Drive change management initiatives to improve organizational efficiency and effectiveness. Ensure high-quality outputs from DPS, aligning administrative policies with operational needs. Participate in the ITC Senior Management Committee and UN inter-agency meetings. Oversee administrative tasks, including budget preparation, performance reporting, staff evaluation, and resource allocation. Lead efforts to streamline and improve administrative and business processes. Recruit, manage, develop, and train staff within DPS, fostering teamwork and communication.
Education: An advanced university degree (Master’s or equivalent) in business/public administration, finance, accounting, law, or social sciences is required. A first-level university degree with additional relevant professional experience may be accepted.
Work experience: A minimum of fifteen years of progressively responsible experience in administration, budget, finance, HR, logistics, IT, or related fields is required, with at least 10 years at the international level and five years in senior management. Desirable experience includes supervising large HR operations, driving organizational change, liaising with intergovernmental bodies, coordinating support services, developing financial/operational strategies, audit coordination, and field office experience.
