Job summary

World Health Organization seeks a Technical Officer (Blood Products & Blood System) to lead policy development and standardization for blood services. The role requires deep knowledge of transfusion medicine and public health program management, with international experience in regulatory frameworks and capacity-building.

The position emphasizes collaboration with WHO offices and stakeholders to strengthen blood regulation, supply, and safety globally.

Qualifications

• Advanced university degree (Master's level) in medicine, pharmacy, or biology related to the functions of the position.
• Desirable: PhD in one of the above fields.
• Seven years of professional experience in blood and related products management, including health policies and strategies.
• Experience engaging with external partners including Ministries of Health and donor institutions.
• Experience at international level and in regulatory aspects of blood establishments.

Responsibilities

• Provide specialized technical support for planning, implementing, monitoring and evaluating WHO normative and technical activities.
• Contribute to development and implementation of policies, norms, standards, and technical guidance for blood systems and transfusion services.
• Coordinate activities, work planning, resource management, and monitoring of performance indicators to ensure timely delivery.
• Conduct technical research, evidence generation, and capacity-building initiatives to inform policy development.
• Offer regulatory, quality assurance and standardization guidance for blood products and diagnostics, aligned with WHO standards.
• Develop and maintain norms, reference materials, and guidance for regulation, safety, and availability of blood products.
• Build collaborations with WHO Centres, donors, and research bodies; represent WHO at technical meetings.
