The ATT Monitor is the de facto international monitoring mechanism for the Arms Trade Treaty (ATT) and serves as a source of information on the implementation of, and compliance with, the ATT. Its authoritative and quantitative research and analysis serve to strengthen Treaty implementation efforts and improve the transparency of the conventional arms trade.
The ATT Monitor produces research for its key audiences: government policy makers, export officials, civil society and international organizations, as well as the media and the public. The research outputs of the ATT Monitor include the ATT Monitor Annual Reports, the flagship publications of the project that take stock of existing practice, create greater transparency in how the Treaty is implemented, inform the work of the CSPs and intersessional meetings, and ensure accountability for Treaty commitments.
Job description:
The Arms Trade Treaty (ATT) Monitor Research Associate is responsible for providing and supporting the production of top-quality research for the ATT Monitor project, including for the ATT Monitor annual report, the ATT Monitor Country Profiles and the ATT Monitor Arms Transfers Dashboard. The ATT Monitor Research Associate works closely with the ATT Monitor Project Lead and with the Editorial Advisory Board. In addition, the Research Associate will support the ATT Monitor Project Lead in strategic development of the project, as well as developing and completing work plans.
Responsibilities
- RESEARCH (50%)
- Managing arms transfer data collection and analysis, including compiling, updating and analyzing ATT-relevant data for all States Parties, tracking data on reporting, and developing ATT Monitor analysis on trends and indicators while ensuring high standards and timely delivery of work
- Authoring and co-authoring ATT Monitor annual report content, including, but not limited to:
- The ATT Monitor Country Profiles; and
- Analysis of annual reports submitted by States Parties to the ATT Secretariat, based on the meaningful transparency index
- Regularly update and further develop the ATT Monitor Arms Transfers Dashboard
- Conducting research and analysis to support and complement other ATT Monitor outputs
- Editing and proof-reading contents of ATT Monitor outputs
- Developing and modifying, in collaboration with the ATT Monitor Project Lead, key methodological criteria for analysis in ATT Monitor Annual Reports
- Preparing and reviewing ATT Monitor case studies
- Communicating the ATT Monitor’s findings
- PROJECT COORDINATION (30%)
- Managing the fact-checking of ATT Monitor arms transfers data
- Supporting the coordination of the production of ATT Monitor Annual Reports, including developing production timelines, and managing peer review of content, fact-checking, copy-editing and translation
- Liaising with ATT Monitor consultants, peer reviewers and contributors, as required
- Coordinating final edit of report content
- Coordinating design of ATT Monitor annual reports along with external consultants
- POLICY ANALYSIS (10%)
- Developing policy recommendations based on data analysis and research
- Representing the ATT Monitor at international and regional fora in a technical/expert capacity and providing technical assistance to government officials, civil society colleagues and other stakeholders, as needed
- Liaising with policy experts and partners of the ATT Monitor and Control Arms
- Drafting policy briefs, advocacy briefs and interventions as part of Control Arms’ participation in the ATT Conference of States Parties process
- Drafting and editing press releases, blog posts, opinion pieces and other outputs
- ADMINISTRATIVE (10%)
- Supporting the ATT Monitor Project Lead in developing annual work plans
- Contributing to the strategic development of the ATT Monitor; contributing to fundraising efforts and reporting as needed, including identifying potential funding streams and developing and drafting grant proposals; helping to maintain and develop the ATT Monitor website
- Drafting and editing social media posts, communications, newsletters and other ad hoc public communication outputs

Experience
ESSENTIAL
- Graduate degree in international affairs or similar field. Alternatively, a degree in mathematics, computer science or statistics, along with a keen interest in international affairs, could also be considered
- Proven experience in working with data, databases, and in data collection, with a capacity of analyzing qualitative and quantitative information
- Three-five years or more experience in research and policy analysis, ideally with particular emphasis on arms control, disarmament, and/or multilateral processes relating to international security
- Working with and coordinating consultant partners
- Coordinating and producing publications, including editing and design oversight, from beginning to end
DESIRABLE
- Experience working with civil society coalitions or international organizations
- Engagement with government officials and/or diplomats
- Working with or helping to develop global or regional research networks
Knowledge & Skills
ESSENTIAL
- Rigorous analytical skills and proven ability to manage and analyze data and data trends
- Very good knowledge and experience in using Microsoft Excel
- Writing and editing technical and policy briefs for a range of audiences, including experts and the general public
- Proven ability to work remotely and independently
- Excellent time management skills, ability to manage multiple and competing deadlines
DESIRABLE
- Working knowledge of French and/or Spanish
- Basic knowledge of Microsoft Power BI
- Knowledge of WordPress and experience in website management
- Knowledge of programming languages
Location
This is a remote consultancy position. Control Arms will not provide office facilities, outside of the existing Geneva office and will not cover relocation costs. Candidates based in Europe must be registered consultants.
