Job Description

Vice Presidents (VPs) at TD Bank Group contribute significantly to the overall reputation of TD. A VP is expected to guide his / her team, collaborating as appropriate with TD partners, to deliver superior results in both the short and long term.

Reporting into the EVP & Treasurer, Treasury, Balance Sheet Management and Global Tax, the VP Treasury, 1B key accountabilities include :

Individual Role Accountabilities and Decision Authorities / Breadth, Depth & Scope :

  • Accountable for leading programs to effectively manage and mitigate operational and regulatory compliance risks and drive a strong governance and internal control environment supporting Treasury & Balance Sheet Management (TBSM).
  • As first line of defense (1B), this role will work jointly with 1A to promote risk awareness; conduct operational risk assessments (including assessing the sufficiency of 1A controls in ensuring compliance with policy and regulatory requirements); perform quality control testing; identify gaps and issues and monitor their resolution; provide advice and independent challenge; participate in regulatory exams, 2LOD reviews, and internal audits; maintain required documentation; and establish operational and regulatory risk monitoring mechanisms.
  • Provides subject matter expertise, including on governance and control requirements.

Internal Controls

  • Accountable for developing a strategic vision, framework, roadmap, and target operating model (TOM) for the effective oversight of operational and regulatory compliance risks.
  • Working in partnership with the 1LOD teams and 2LOD and 3LOD, this role's responsibilities include overseeing and / or leading,
  • 1B process and control management, including establishing process design standards, developing / supporting documentation execution, improving operational execution, and maintaining operational risk metrics,
  • operational risk assessments, including the sufficiency of controls in ensuring adherence to relevant internal compliance and control policies and standards, and regulatory requirements,
  • design and execution of 1B quality control testing program aimed at assessing control design and effectiveness,
  • collaborative efforts with 1A to expediently report and resolve incidents, and identify and track remediation of issues,
  • facilitate / participate in development of operational risk scenario exercises,
  • development of scorecards and other monitoring mechanisms, and escalation of issues requiring attention.
  • Acts as a central point of contact with Compliance, operational risk, and internal audit teams.
  • Represents TBSM in relevant benchmarking and external reviews, and participates in designated initiatives.
  • Keeps abreast of prudential requirements applicable to management of regulatory compliance risk and operational risk, and reviews and comments on related internal frameworks and policies on behalf of TBSM & GT.
  • Establishes standards and procedures to support execution of control mandate.
  • Identifies and implements changes aimed to enhance operational effectiveness and efficiency of corporate governance, risk and controls practices and tools.
  • Promotes an effective and transparent risk culture, and broad awareness of internal control requirements and compliance policies.
  • Coordinates activities with US Treasury and other 1B and 2LOD functions to ensure comprehensive coverage of TBSM & GT.

Leadership

  • Builds a strong team exhibiting positive team dynamics by establishing a work environment that encourages productivity and innovation, and adherence to high standards of integrity and professionalism
  • Promotes strong staff engagement through the recognition and development of diverse and high performing talent
  • Performs regular assessments of performance
  • Ensures staff have broad awareness of requirements and standards applicable to their activities, including those required by TD's Code of Conduct & Ethics

Shared Responsibilities / Decision Authorities

  • Finance Blueprint and Finance Productivity Programs
  • Deliver an effective Operational Risk Management program by partnering to monitor Process, External Events, Fraud and Regulatory Compliance Risk

Skills, Education & Experience

  • University degree (Business, Finance, Economics, Accounting), masters degree and / or professional designation (CPA) preferred
  • 7+ years relevant experience in a treasury, operational risk, compliance and / or audit function
  • Demonstrated experience building and leading teams, leading key initiatives, and liaising with internal risk oversight and control functions (e.g., risk, audit, compliance) and supervisors
  • Knowledge / experience in control design and testing
  • Strong communication, interpersonal and organizational skills; capable of concisely identifying and communicating key messages, preparing and presenting analysis to management and senior executives
  • Trusted advisor and effective collaborator able to build and maintain strong partnerships at all levels of the organization and with external stakeholders
  • Excellent judgment and analytical skills, and attention to detail
  • Broad knowledge of financial products and prudential regulatory requirements and practices applicable to managing regulatory, operational and model risks, IRRBB, liquidity risk, and capital adequacy
