VACANCY STATUS: FULL TIME

Position Purpose

The Project Coordinator, Redevelopment supports the Director of Service Planning and Operational Readiness on a large, multi-year P3 hospital project. This role is responsible for coordinating construction‑related submittals, scheduling and supporting project meetings, and maintaining organized, accurate documentation. The Project Coordinator ensures that project information is tracked, distributed, and communicated to the appropriate stakeholders at the right time, helping to keep planning, design, and operational readiness activities moving smoothly and on schedule.

The Project Coordinator may also support other redevelopment projects at the Ouellette and Met Campuses, as needed.

Duties And Responsibilities
  • Assist in the coordination of construction and design activities of our service planning and operational readiness workstream.
  • Bring construction process experience to an otherwise more hospital operation focused work stream.
  • Help ensure design and construction is compliant with all functional output specifications.
  • Support the preparation and review of technical documentation, including engineering drawings, submittals, and progress reports, ensuring compliance with P3 requirements.
  • Collaborate with the Redevelopment Team, Senior Team, consultants, and stakeholders to prepare submittals and obtain approvals from regulatory bodies such as the Ministry of Health, Infrastructure Ontario, Ontario Health, and municipalities.
  • Maintain confidentiality and ensure all decisions and actions comply with current legislation, regulations, Broader Public Sector Guidelines, and hospital policies.
  • Assist in implementing construction project management methodologies and risk management strategies specific to P3 framework.
  • Support the monitoring and control of construction projects, including budget, scope, and schedule, using tools aligned with P3 contract requirements.
  • Track and clear construction deficiencies and assist in building commissioning activities to meet project specifications.
  • Monitor contractual commitments to ensure compliance with P3 project agreements, contracts, output specifications, and schedules.
  • Coordinate the work of engineering and construction consultants, ensuring deliverables meet project and contractual standards.
  • Participate in construction site meetings and Works Committee meetings during the Works Phase.
  • Assist in preparing project schedules and budgets for review, monitoring progress, and supporting the approval of progress payments.
  • Support the implementation of change and P3 Variation control processes, ensuring compliance with contractual obligations.
  • Contribute to monthly progress reports, including project costs, projections, and compliance with P3 requirements.
  • Track contract interpretation disputes and participate in post‑contract meetings to address and negotiate resolution.
  • Assist in identifying and clearing deficiencies on‑site during construction and assist with commissioning related activities.
  • All other duties as assigned.
Skills/Capabilities
  • Demonstrated ability to perform duties in a manner consistent with Windsor Regional Hospital’s commitment to positive customer relations with patients, families, staff, and external stakeholders.
  • Strong understanding of construction processes, and building systems (e.g., HVAC, electrical, plumbing) relevant to healthcare facilities.
  • Familiarity with P3 project delivery models, including project agreements, risk transfer mechanisms, and lifecycle maintenance requirements.
  • Proficiency in administering construction contracts, including tracking deliverables, change orders, and payment processes.
  • Demonstrated ability to use construction project management tools and processes to support large‑scale projects.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines in a fast‑paced, schedule‑driven environment.
  • Excellent interpersonal, communication, and presentation skills, with the ability to engage with professional, technical, and non‑technical stakeholders, including P3 partners and engineering teams.
  • Effective consultation, negotiation, problem‑solving, and consensus‑building skills to align multiple stakeholders on project goals.
  • Commitment to team building in a multidisciplinary environment, fostering collaboration to achieve project objectives.
  • Self‑directed with the ability to take initiative and manage complex, concurrent tasks independently.
  • Proficient with Microsoft Office applications (Outlook, Word, Excel) and familiarity with AutoCAD, Revit, or project management software (e.g., MS Project, Primavera).
  • Knowledge of the Ontario Building Code, CSA Standards (e.g., CSA Z8000), and Broader Public Sector Procurement Guidelines.
  • Ability to maintain confidentiality and handle sensitive information in accordance with hospital policies.
  • Understanding of hospital operations is an asset.
Qualifications
  • Post‑secondary education in Engineering (e.g., Civil, Mechanical, Electrical, or Structural Engineering) or a related technical discipline. A Project Management Certificate (e.g., PMP, CAPM) or EIT/P.Eng. designation is an asset.
  • Minimum of 2–3 years of experience in project coordination, preferably in healthcare infrastructure, construction, or engineering projects delivered under P3 contracts.
  • Demonstrated knowledge of P3 project delivery, including project agreements, performance specifications, and stakeholder coordination.
  • Experience with contract administration, including change orders, payment certificates, and compliance monitoring.
  • Understanding of construction methods, processes, and healthcare facility design, including building systems and safety practices.
  • Familiarity with the Ministry of Health’s capital planning process and Infrastructure Ontario’s P3 delivery model.
  • Experience with municipal building permit applications and procurement processes (e.g., RFT, RFQ, RFP).
  • Demonstrated ability to interpret engineering drawings, specifications, and contractual documents.
  • Experience with facility and equipment commissioning is an asset.
  • Excellent oral and written communication skills, with the ability to draft technical and contractual reports.
  • Superior time‑management and prioritization skills to manage complex and concurrent project activities.
  • Knowledge of Broader Public Sector Procurement Directives and best practices for construction procurement.
  • Experience with hospital operations within a hospital setting or managing contract performance metrics is an asset.
