Job summary

Manitoba Government, Environment and Climate Change, invites applications for Water Resource Officer positions in the Drainage and Water Rights Licensing Branch across Neepawa, Morden and rural MB locations.

Reporting to the Senior Water Resource Officer, incumbents will administer and enforce The Water Rights Act as it relates to water control works, with a salary range CAD 69,997–86,129 per year and a comprehensive benefits package.

Qualifications

• Diploma or degree in natural sciences, agriculture, law, or equivalent.
• Experience and/or training in hydraulic and hydrologic principles related to surface water management.
• Experience with conducting and interpreting topographic surveys and aerial photography with training/GIS or GPS.
• Experience in law enforcement and legislative compliance, preferably applicable to Natural Resources.
• Extensive experience using Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
• Strong verbal communication skills with the ability to communicate technical and regulatory information.
• Strong written communication skills with experience preparing technical and regulatory reports.
• Effective interpersonal skills including the ability to work in a team and mediate conflicts.
• Strong organizational and time management skills.
• Ability to interpret and apply acts, regulations, specifications, standards and codes.
• Ability to work independently under minimal supervision.

Responsibilities

Qualifications:

Essential:

• Diploma or degree in natural sciences, agriculture, law, or an equivalent combination of education, training and experience may be considered.
• Experience and/or training in the application of hydraulic and hydrologic principles related to surface water management.
• Experience with conducting and interpreting topographic surveys and aerial photography with training and/or experience using Geographic Information Systems (GIS) and/or GPS.
• Experience in law enforcement and legislative compliance, preferably applicable to Natural Resources and demonstrated ability to undertake compliance inspection, investigations and enforcement activities.
• Extensive experience using Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) or equivalent software applications.
• Strong verbal communication skills with the ability to communicate technical and regulatory information and give presentations.
• Strong written communication skills with experience preparing technical and regulatory reports for a variety of audiences.
• Effective interpersonal skills including the ability to work in a team environment and mediate conflict with a variety of interest groups.
• Strong organizational and time management skills, including the ability to prioritize workloads, multi-task, and work on concurrent assignments with strict deadlines.

Desired:

• Knowledge or experience with The Water Rights Act & Water Rights Regulation
• Knowledge or experience in wetland classification, assessment, restoration or enhancement.

Conditions of Employment:

• Must be legally entitled to work in Canada
• Must possess and maintain a valid Manitoba Class 5F Driver's Licence without restrictions.
• Must be able to provide and maintain a satisfactory Criminal Record Check.
• Must be physically able to perform fieldwork in diverse environments, including remote areas and may involve lifting equipment, traversing on uneven/rough terrain or saturated soils, and exposure to adverse weather.
• Must be able to work near potentially dangerous areas or hazardous conditions under safety protocols
• Must be able to work irregular hours, including evenings, weekends, and travel extensively within the province with occasional overnight stays.
