ABOUT THE ROLE

Reporting to the Program Manager Delivery Implementation, is responsible for the development, implementation, maintenance, quality assurance and control of project delivery and technical design, guidelines, specifications, standard drawings, processes, tools and resources. Provides leadership, guidance and acts as a technical support to the project delivery teams including external consultants and contractors. Provides training, mentoring and direction on design processes, regulations, industry standards and specifications and change management best practices. Audits the work of the project team, including external consultants, at quality gates and milestones and recommends improvements based on audit results for water and wastewater infrastructure.

WHAT YOU'LL BE DOING

  • Maintains and updates department standard design guidelines, design drawings and specifications in accordance with department and industry standards.
  • Conducts analysis of project requests and makes recommendations to Management regarding changes to design methodology processes, technical submissions, guidelines, technical specifications, and standard drawings.
  • Provides technical guidance and comments on water, wastewater and solid waste designs, tenders, specifications, cost-sharing estimates, schedules, and documents provided by the design team to ensure conformance with department specifications and guidelines.
  • Leads working groups to discuss, revise and maintain Department design and drawing standards and approved equipment and instruments in accordance with the Design Documents Maintenance Program.
  • Provides leadership, mentoring and guidance on the day-to-day technical business of the project delivery teams.
  • Coordinates and ensures with staff that design drawings, specifications and references to industry guidelines and standards are up to date.
  • Takes lead role on teams for continuous process improvements related to design processes, requirements, tools, and resources to ensure adequate levels of design production efficiency and quality.
  • Provides training and support to project delivery teams for design delivery tools, including change management tools and provides direction and advice on design document process approvals; reviews and checks work of staff and redirects work back to provide explanations on deviations.
  • Maintains the branch process, procedures, and documentation for managing vendor requests, approved equipment, and instruments.
  • Maintains the Department’s library of industry standards, technical reports, and design manuals.
  • Participates on committees, work groups, task forces and special projects, as assigned.
  • Handles information in accordance with legislation and corporate standards.
  • Responds to inquiries and resolves concerns, as appropriate.
  • Ensures that services provided meet Regional customer service standards.
  • Performs other duties as assigned, in accordance with Branch and Department objectives

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Civil, Mechanical, Electrical or Chemical Engineering.
  • Must be a Professional Engineer (P. Eng) with the Professional Engineers of Ontario.
  • Minimum five (5) years’ experience (inclusive of E.I.T. experience) in design document maintenance, developing technical specifications and standard drawings for the design, construction, testing and commissioning of municipal water and wastewater collection, distribution, and treatment systems, including project management and quality assurance.
  • Demonstrated knowledge of relevant legislation,regulatory requirements and industry standards.
  • Advanced skills in MS Office Suite and use of virtual platforms. Demonstrated experience working with Bluebeam and AutoCAD.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships
  • Strong report writing, research, analytical and presentation skills and work to tight deadlines.
  • Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
  • Ability to work independently and with teams and with ability to manage competing priorities.
  • Ability to travel to off site locations in a timely and efficient manner, as required
  • Ability to work outside regular business hours, as required.
