Utility Operator III

1 Permanent Full-Time (CUPE Local 2011) Position

The District of Saanich is committed to delivering reliable, safe, and sustainable municipal infrastructure and essential public services to our community. Within Engineering, our Public Works teams play a critical role in protecting public health, supporting environmental stewardship, and maintaining the systems residents rely on every day.

The Public Works Storm and Wastewater section is seeking a skilled Utility Operator III to coordinate and participate in the installation, repair, inspection, and testing of wastewater and stormwater systems. This position is well suited to a safety-focused, technically capable professional who brings strong field experience and a commitment to responsive public service.

In this role, you will coordinate and review work to ensure schedules and performance standards are met; investigate system malfunctions and determine appropriate repairs; maintain maintenance and testing records; and coordinate project work and develop work plans. You will operate specialized closed-circuit television equipment for inspections and analysis, perform routine mechanical maintenance, interpret engineering drawings and utility locations, respond to emergency calls, prepare reports, and liaise with internal and external contacts and members of the public. The role also includes working in and around creeks and waterways, following environmental protocols and best management practices, and coordinating spill-response activities as required.

Requirements include Grade 12 graduation or equivalent, together with an EOCP Level I Certification in Wastewater Collection or Water Distribution and three years of pipefitting experience in water or wastewater systems, including project-management experience. Considerable knowledge of field-based GIS software is required. You will also hold a Traffic Control Certificate, be trained in confined-space entry, and have experience and/or training directing the work of others. Spill Response Training and certified CCTV coding may be required depending on operational needs. A valid Class 3 BC driver’s licence with air-brake endorsement is required, along with annual renewal of a Driver’s Abstract. An equivalent combination of education and experience may be considered.

The successful candidate will work Monday to Friday, 8:00 a.m. to 4:30 p.m. As a component of the selection process, testing will be conducted. The work is performed in all weather conditions and requires work in close proximity to, or contact with, raw sewage.
