Job summary

The City of Courtenay is seeking a Utilities Maintenance Operator to perform maintenance, inspection and repair of the City’s water distribution, wastewater collection and storm water conveyance systems. The role requires safe operation of heavy equipment and adherence to municipal standards.

Required qualifications include Grade 12, EOCP Water Distribution Level I or Wastewater Level I, and a BC Class 3 Driver’s License with Air Endorsement.

Qualifications

Utilities Maintenance Operator I, II, III

The City of Courtenay invites applications for the position of 'Utilities Maintenance Operator' in the Utilities Division in the Operational Services Department. This is a union position and is subject to the terms and conditions outlined in the current Collective Agreement between the City and CUPE Local 556.

Working as part of a cooperative team effort, and through the use of manual labour and powered equipment and tools, the Utilities Maintenance Operator constructs and/or installs, inspects, maintains, cleans and repairs various components of the City’s water distribution, wastewater collection and storm water conveyance systems.

MINIMUM QUALIFICATIONS
Education Requirements:
  • Grade 12 or equivalency
Occupational Certificates, Licenses, Association Memberships:
  • Possess current Certification from the Environmental Operators Certification Program (EOCP) as a Water Distribution System Operator - Level I and/or a Wastewater Collection System Operator - Level I
  • Valid BC Class 3 Drivers License with Air Endorsement
  • Utilities Maintenance Operator - I
    • Step 1 - Operators must possess either an EOCP Water Distribution System Operator level I certification or a Wastewater Collection System Level I certification.
    • Step 2 - Operators must possess both an EOCP Water Distribution System Operator level I certification and a Wastewater Collection System Level I certification.
  • Utilities Maintenance Operator - II
    • Step 3 - Operators must possess either an EOCP Water Distribution System Operator level II certification or a Wastewater Collection System Level II certification and a Level I certification in either Water Distribution or Wastewater Collection.
    • Step 4 - Operators must possess both an EOCP Water Distribution System Operator level II certification and a Wastewater Collection System Level II certification and possession of a valid BC Cross Connection Control (CCC) certificate.
  • Utilities Maintenance Operator - III
    • Step 5 - Operators must possess either an EOCP Water Distribution System Operator level III certification or a Wastewater Collection System Level III certification and a Level II certification in either Water Distribution or Wastewater Collection.
    • Step 6 - Operators must possess both an EOCP Water Distribution System Operator level III certification and a Wastewater Collection System Level III certification.
Experience:
  • Sound (3 years) experience safely and effectively working in a municipal utilities environment, including hands on experience of installation, maintenance and repair of water main, valves, hydrants, meters, sewer main, storm mains, lift stations, pumps, manholes, and other related distribution/collection/conveyance systems components.
  • Some experience in the safe operation of heavy equipment (Combination Sewer Cleaner/Hydro-Vac truck, Front End Loader, Dump Truck, etc) within the last three (3) years.li>
Knowledge, Skills and Abilities:
  • Sound knowledge of proper construction and maintenance practices related to utilities infrastructure
  • Sound knowledge of methods, tools, equipment and procedures related to water distribution systems including standard methods for bacteriological sampling and testing, cross-connection control and disinfection
  • Some knowledge of mechanical and hydraulic principles
  • Basic office computer skills
  • Ability to interpret and apply City bylaws, policies, procedures, system diagrams and mapping, and construction standards and specifications
  • Ability to create and maintain manual and/or computerized records, and report/interpret data information
  • Ability to understand and follow oral and written instructions in an independent manner
  • Ability to establish and maintain effective work relationships within a team-oriented operation
  • Ability to frequently perform heavy manual labour over long periods of time and frequently work in potentially hazardous working conditions such as heavy traffic areas, trenches, chambers, and other confined spaces
ADDITIONAL REQUIREMENTS AFTER HIRING
  • First Aid Emergency Level - Industry and CPR Level A Certification; Traffic Control training; WHMIS Certification; Equipment Operator's training, Confined Spaces Training, Asbestos Handling, Forklift training, and other job-related safety training
  • BC Water and Waste Association (BCWWA) Membership

This is a full-time position. The hourly wage rates range from $40.17 to $43.88 based on certifications for a 40-hour work week, Monday through Friday between the hours of 5:00 am and 10 pm.
