Job Profile

Under the general direction of the Manager of Transportation, the Transportation Facilities Planning Engineer is the Branch Head for the Facilities Planning Branch and the Program Manager for planned improvements to transportation infrastructure that encompasses all modes including vehicles, active transportation, and transit for both new and existing facilities.

This also includes responsibility for the provision of geometric design expertise to the Division and Department; route and functional planning of new transportation facilities; administration of the right-of-way acquisition account and disposition; development and ongoing maintenance of the City of Winnipeg Transportation Standards Manual and Noise Policy, active transportation facilities design, planning and programming; traffic noise assessment services, and the administration and management of the Facilities Planning Branch.

The Transportation Facilities Planning Engineer will prioritize and develop investment plans and business cases for transportation improvements that are consistent with the Transportation Master Plan and OurWinnipeg and will lead, facilitate, and coordinate the resulting planning studies (usually undertaken by external engineering consultants). In some cases, this position will project manage the planning studies directly. In other cases, dependent on workload, this position will provide direction and oversight to an assigned project manager, conceivably overseeing multiple PMs working on separate projects simultaneously. This position is expected to develop and maintain strong relationships with project stakeholders throughout the project lifecycle.

This position is responsible for developing and updating the Transportation Standards Manual for geometric design standards for all City transportation infrastructure that are consistent with nationally accepted engineering standards and guidelines factoring in local conditions and user safety. In addition, this position is responsible for developing and recommending updates to the City of Winnipeg Motor Vehicle Noise Policy and Guidelines for Council approval.

Other significant duties include providing oversight of scoping requirements and review of transportation improvements on road renewal projects; review of underground structures submissions by external agencies; undertaking traffic noise assessment studies; developing traffic engineering improvement designs with internal resources; and administration of the right-of-way land acquisition account.

As The Transportation Facilities Planning Engineer You Will

  • Manage / Oversee Transportation Infrastructure Improvement Projects.
  • Manages the creation of geometric design plans for new transportation facilities and improvements to existing facilities, including: manages the review and approval of the geometric design of all Transportation Systems Capital Projects.
  • Develops standards and policies.
  • Manages the review of route functional plans for new transportation facilities and co-ordinates the acquisition/disposition of rights-of-way.
  • Coordinates the planning, programming and design of active transportation facilities in the City.
  • Management/administration/communication lead for the Transportation Facilities Planning Branch.
  • Develops investment plans for transportation infrastructure improvements.

Your Education And Qualifications Include

  • Registered as a Professional Engineer (or eligible for registration) with Engineers Geoscientists Manitoba (EGM).
  • Project Management Professional (PMP) designation is essential. Applicants who have not yet attained this designation are required to obtain within a 1-2-year timeframe.
  • Certificate in Asset Management is essential. Applicants who have not yet attained this certification are required to obtain within a 3-year timeframe.
  • Change Management Training or Certificate in Change Management (ADKAR) would be considered an asset.
  • Certificate in Quality Management would be considered an asset.
  • Multiple years (8-10 years) of directly related experience in geometric design and transportation planning
  • Minimum 5-8 years of experience related to Project Management duties, preferably in a Public Sector environment.
  • Supervisory experience including: directing, coaching, mentoring and managing professional and technical staff, demonstrating effective leadership skills, with the ability to promote an organizational culture conducive to the development of a highly motivated workforce.
  • Experience leading projects including project scoping, negotiation, scheduling and time management, change and risk management, and navigating complex environments and influencing desirable outcomes.
  • Budgeting and financial management experience.
  • Experience with TAC Geometric Design Guidelines and City of Winnipeg Transportation Standards Manual.
  • Demonstrated experience with Microsoft Office Suite (Word, Excel, Outlook, SharePoint, PowerPoint) including experience with Project Management Systems such as Microsoft Project or similar software.
  • Knowledge of transportation planning methods and practices (e.g. traffic volume projections, capacities of roadways, systems planning, etc.) and heavy construction (roads, interchanges, bridges, etc.)
  • Knowledge of relevant Provincial Legislation (e.g. City of Winnipeg Act, Environment Act, Expropriation Act, etc.) and civic administration and political structure and responsibilities of Departments and Committees.
  • Strong interpersonal skills with the ability to develop and maintain effective relationships with a variety of internal and external stakeholders (co-workers, consultants/contractors, senior management, elected officials, members of the public, etc.).
  • Strong organizational and time management skills, as well as the ability to work on diverse projects simultaneously, in a stressful and fast paced environment.
  • Excellent written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public, including experience writing highly technical reports for a variety of stakeholders within all levels of the organization
  • Well-developed verbal and public presentation skills with the ability to present information to a variety of audiences.
  • Strong political acumen with the ability to be a representative of the Division, Department, and The City of Winnipeg.
  • Strong problem solving, analytical and decision-making skills.
