Halifax Regional Municipality (HRM) is inviting applications for the permanent, full-time position of Traffic Engineering Technologist in Traffic Management, Public Works.

Reporting to the Supervisor of Traffic Services, the Traffic Engineering Technologist provides support to the Municipal Traffic Authority in the establishment of all aspects of traffic control within the municipal roadway network. The Traffic Analyst is responsible for providing technical support in relation to all types of traffic control devices including traffic signals, on-street pavement markings, traffic signs, traffic calming devices and parking control zones. Traffic control requests are received from and information is provided to Council, the public, internal business units and external agencies.

DUTIES AND RESPONSIBILITIES:

  • Assesses requests for various traffic controls (such as traffic signals, signs, and pavement markings) and makes recommendations to the Traffic Authority regarding appropriate implementation of safe and effective traffic control measures;
  • Prepares official traffic control regulations for approval by the Traffic Authority;
  • Initiates and coordinates implementation of approved traffic regulations by municipal crews or others and confirms completion of the work;
  • Analyses data, undertakes, participates in and coordinates various traffic engineering studies (traffic signal warrants, all-way stop warrants, crosswalk warrants, turn-lane warrants, protected turn signal phasing assessments, sight line assessments, etc.);
  • Identifies and initiates various traffic engineering surveys related to traffic and pedestrian volumes, travel patterns, and vehicle speeds;
  • Reviews development and construction proposals, providing input and direction regarding traffic control and transportation design requirements;
  • Prepares and contributes to reports and presentations to Regional Council and external groups related to various traffic control matters;
  • Maintains various datasets and records related to traffic control device inventories
  • Represents the Traffic Authority and Traffic Management on various internal and external project and steering committees;
  • Answers public inquiries concerning traffic matters.
  • Ensures the integrity of the regional transportation network is protected through strategic review of land acquisition / surplus inquiries;
  • May perform other related duties as assigned.

QUALIFICATIONS:

Education and Experience:

  • Diploma in Engineering Technology, with emphasis on traffic operations, transportation design / analysis, or equivalent Diploma or Degree;
  • Four (4) years experience in the field of traffic operations, transportation engineering, transportation planning and / or road safety;
  • Experience in a municipal government setting considered an asset;
  • Designation as a Certified Engineering Technologist (CET), or other related professional designation considered a definite asset;
  • A valid Nova Scotia Driver’s Licence or the ability to obtain.

Technical / Job Specific Knowledge and Abilities:

  • Thorough knowledge of principles related to traffic operations, pedestrian safety, transportation engineering and application of the Manual of Uniform Traffic Control Devices for Canada.
  • Proficient in traffic / transportation engineering standards including; Transportation Association of Canada Geometric Design Guidelines, Manual of Uniform Traffic Control Devices for Canada, Pedestrian Crossing Control Guide, etc.
  • Working knowledge of roadway design, traffic signal design / operation, road / traffic operation and pedestrian system design principles;
  • Moderate knowledge of the application of provincial and municipal legislation, policies and regulations in relation to operation of traffic / transportation systems;
  • Highly proficient working with computers and office based desktop applications (i.e. MS Office)
  • Working knowledge of GIS applications, statistical methods, and analysis.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, Full time

HOURS OF WORK: Monday – Friday, 8:30 am – 4:30 pm; 35 hours per week

SALARY: NSGEU Local 222 Level 7, $39.08 per hour

WORK LOCATION: Eric Spicer Building, 21 Mount Hope Avenue, Dartmouth
