We are seeking an experienced Senior Technology Architect (Level 3) to support a long-term federal government digital modernization initiative.
The successful consultant will play a key role in designing, developing, and implementing modern enterprise technology solutions, with a particular focus on Microsoft Dynamics 365, Power Platform, Azure, microservices architecture, and event-driven systems.
This initiative focuses on modernizing and integrating business capabilities, consolidating information and data across enterprise platforms, and enabling secure, scalable, and reusable digital services.
Working alongside enterprise architects, solution delivery teams, developers, and business stakeholders, the consultant will develop technical architectures, implement modern application solutions, and support the transition from legacy systems to cloud-based services.
Enterprise Architecture & Solution Design
Develop and maintain technical architectures, frameworks, and strategies aligned with business and application requirements.
Define application reference architectures and specifications for Microsoft Dynamics 365, Power Apps, Microsoft 365, and modern JavaScript frameworks.
Design scalable, secure, and reusable enterprise technology solutions.
Evaluate alternative technologies and recommend solutions aligned with business objectives.
Investigate and recommend Azure and Power Platform capabilities supporting enterprise modernization.
Develop cloud data fabric architectures supporting information sharing, interoperability, and security requirements.
Conduct technical impact assessments and evaluate proposed technology solutions.
Microservices & Application Development
Design, document, and develop event-driven microservices and API-based solutions.
Develop aggregate and fine-grained microservices using established architectural standards.
Create technical development specifications for event-driven API services.
Develop custom enterprise applications using C# and .NET.
Design and implement API orchestration services supporting enterprise integration.
Apply domain-driven design, event sourcing, and modern application architecture principles.
Support the development and integration of reusable business capabilities.
Microsoft Technologies & Cloud Modernization
Design and develop solutions using Microsoft Dynamics CRM, Dynamics 365, and Power Platform.
Support Microsoft Dataverse architecture, configuration, and integration.
Design migration approaches for existing Dynamics capabilities to Microsoft 365 and Azure cloud services.
Develop integrations involving SharePoint, Microsoft Graph API, and enterprise applications.
Evaluate Azure cloud services and recommend appropriate architectural configurations.
Support modernization, migration, or decommissioning of legacy applications.
DevOps & Technical Delivery
Define, document, and configure DevOps processes, pipelines, and automation.
Support continuous integration, testing, and application delivery.
Develop and maintain technical documentation, system designs, and deployment instructions.
Support product roadmaps, release planning, and development estimation.
Assist with product backlog refinement, prioritization, and user story development.
Collaborate with development teams to resolve technical challenges and improve delivery practices.
Stakeholder Engagement & Knowledge Transfer
Work with business stakeholders, enterprise architects, and development teams to define technology requirements.
Provide architectural guidance and technical leadership throughout development activities.
Conduct technical workshops and knowledge-transfer sessions.
Support training, onboarding, and capability development for internal technical teams.
Present architectural recommendations, technical assessments, and progress updates to senior management.
Prepare work plans, status reports, and technical documentation.
The consultant may be responsible for producing:
Technical Architecture Documentation: Application reference architectures, specifications, frameworks, and design documentation.
Microservices Architecture & Development: Documented microservices designs, technical specifications, and developed services.
Cloud Architecture Recommendations: Assessments and recommendations for Azure, Power Platform, and cloud data capabilities.
DevOps Processes & Automation: Documented pipelines, continuous integration processes, and deployment automation.
Application Modernization Plans: Migration strategies, legacy system assessments, and modernization recommendations.
Product Roadmaps & Development Documentation: Release planning input, backlog refinement, and development user stories.
Knowledge Transfer & Training: Technical workshops, onboarding materials, and development team guidance.
Technical Assessments & Reporting: Impact assessments, progress reports, technical recommendations, and status updates.
Candidates must demonstrate the following experience.
M1 – Senior Technology / Solution Architecture
Minimum 10 years of experience within the last 20 years performing Technology Architect or Solution Architect responsibilities.
Experience must demonstrate work involving technical architectures, frameworks, strategies, technology evaluations, integration, and solution design.
M2 – Microsoft Dynamics CRM / Power Platform
Minimum 60 months of experience within the last 120 months designing and developing business solutions leveraging Microsoft Dynamics CRM or Power Platform.
Experience must specifically demonstrate both solution design and development.
M3 – Event-Driven API Architecture
Minimum 24 months of experience within the last 120 months performing both:
Designing event-driven API services.
Writing technical development specifications for event-driven API services.
M4 – C# / .NET Development
Minimum 24 months of experience within the last 120 months developing custom C# and .NET code for enterprise-level systems.
M5 – Microservices Development
Minimum 36 months of experience within the last 120 months developing microservices or API orchestration services for enterprise-level systems.
Security Requirement
Candidates must hold the required Secret security clearance.
Important: Projects referenced toward mandatory qualifications must demonstrate at least six full-time months of active involvement to qualify.
Preference will be given to candidates with demonstrated recent experience in the following areas:
R1 – Azure Cloud Architecture
Experience within the last 60 months architecting cloud solutions using Azure Functions.
R2 – Microsoft Dataverse
Experience within the last 60 months designing, developing, or integrating Microsoft Dataverse, including Dynamics Common Data Service and Power Platform connectors.
R3 – SharePoint Configuration & Integration
Experience within the last 24 months involving one or both of the following:
Configuring SharePoint Online or Microsoft 365, including lists, libraries, document management, or permissions.
Integrating SharePoint capabilities through workflows, Power Automate, Microsoft Graph API, or embedded SharePoint solutions.
R4 – Microsoft Dynamics CRM xRM
Experience within the last 60 months designing and developing business solutions using Microsoft Dynamics CRM xRM or Dynamics 365, with solutions successfully delivered to production.
Custom business solutions are particularly relevant. Implementations limited to out-of-the-box Marketing, Sales, or Service modules do not qualify under this criterion.
R5 – Product Roadmaps & Backlog Management
Experience within the last 60 months developing and maintaining product roadmaps, including:
Product backlog refinement.
Development user story creation and backlog item definition.
R6 – Government Technology Architecture
Experience within the last 120 months working as a Technology Architect or Solution Architect within a Government of Canada department, agency, or Crown corporation.
R7 – Microsoft Dynamics 365 / Power Apps Architecture
Experience within the last 60 months developing and maintaining technical architectures, documentation, frameworks, and strategies related to Microsoft Dynamics 365 or Power Apps implementations.
R8 – Microsoft Graph API
Experience within the last 60 months integrating Microsoft Graph API.
