Job summary

The City of Calgary is seeking a Team Lead, Development & Integration to guide development consulting, data and performance management, governance, and investment readiness across the facility portfolio. You will establish systems, processes, and reporting to support capital planning and evidence-based decision-making.

You will lead a multidisciplinary team, coordinate with multiple Services and Finance units, and ensure investments align with corporate priorities and funding strategies.

Qualifications

  • A degree in Public Administration, Business, Accounting, Economics, Planning, Political Science, Finance, or a related field with at least 8 years of progressively responsible experience in infrastructure planning, capital program development, or public sector service delivery.
  • Equivalent combinations of education and experience may be considered.
  • Experience supervising, coaching, and mentoring staff will be considered an asset.
  • Experience in facilitation, report writing, and developing presentations will be considered an asset.
  • Certifications such as PMP, PgMP, or FMVA will be considered an asset.
  • Excellent communication, innovation, and leadership skills to foster collaboration.

Responsibilities

  • Lead and develop a multidisciplinary team of consultants and analysts responsible for data management, development consulting, portfolio governance, and investment readiness.
  • Compile, analyze, and interpret facility portfolio data to assess utilization, condition, costs, service alignment, and investment priorities.
  • Develop, deliver and maintain portfolio performance frameworks, analytics, dashboards, and reporting tools for evidence-based decisions.
  • Coordinate capital planning inputs, funding strategies, and capital funding stacks to support funding recommendations.
  • Lead benefits realization, performance measurement, and governance activities, evaluating investment assumptions and risks.
  • Facilitate cross-corporate collaboration to reconcile priorities and advance portfolio objectives.
  • Translate complex financial and service information into actionable recommendations and business cases.
  • Advance data governance and continuous improvement initiatives for planning and reporting quality.

As Team Lead, Development & Integration you will lead development consulting, data and performance management, governance, and investment readiness across the facility portfolio. You will establish the systems, processes, and reporting needed to support capital planning, portfolio performance, benefit realization, and evidence-based investment decisions. Through collaboration with Services, Business Units, Finance, Capital Planning and Business Services, and corporate partners, you will help ensure investments are aligned with corporate priorities, funding strategies, and long-term service outcomes. Primary duties include:

  • Lead and develop a multidisciplinary team of consultants and analysts responsible for data management, development consulting, portfolio governance, and investment readiness.
  • Compile, analyze, and interpret facility portfolio data to assess utilization, condition, costs, service alignment, and investment priorities.
  • Develop, deliver and maintain portfolio performance frameworks, analytics, dashboards, and reporting tools that support evidence-based decision-making.
  • Coordinate capital planning inputs, funding strategies, and capital funding stacks, assessing investment readiness and prioritization considerations to support informed funding recommendations and alignment with corporate financial policies.
  • Lead benefits realization, performance measurement, and portfolio governance activities, exercising strategic judgment to assess and challenge investment assumptions, value propositions, risks, trade-offs, and anticipated outcomes in support of portfolio decision-making.
  • Facilitate cross-corporate collaboration to reconcile competing priorities, navigate complex issues, align investment decisions, and advance portfolio objectives.
  • Translate complex financial, operational, and service information into actionable recommendations, business cases, capital submissions, and portfolio recommendations, clearly articulating investment value, risks, trade-offs, and strategic implications for leadership and governance bodies.
  • Advance data governance, knowledge management, and continuous improvement initiatives that strengthen portfolio and project planning processes, reporting quality, and organizational performance.
