Job summary

The City of Calgary seeks a Leader, Structures to orchestrate the planning, design, and delivery of major structural components for the Green Line LRT‑SE Project, including bridges and walls, ensuring safety, quality, and alignment with city standards.

Reporting to the Manager, Civil, you will guide the full lifecycle from planning through handover, coordinate with partners, and manage budgets, schedules, and risk while mentoring staff and fostering a high‑performance culture.

Qualifications

  • Degree in Civil Engineering or related field.
  • P.Eng. licensure with APEGA by start date.
  • 8+ years of relevant engineering experience post-licensure, with at least 5 years in LRT/heavy civil.
  • 3+ years in construction/technical leadership delivering complex structural work.

As the Leader, Structures, you will lead the planning, design, and delivery of major structural infrastructure components for the Green Line LRT‑SE Project, including bridges, guideways, retaining systems, and structural walls. This role is accountable for ensuring structural works are delivered safely, efficiently, on time, within budget, and in compliance with City standards and project objectives.

Reporting to the Manager, Civil, you will provide leadership across the full lifecycle of structural infrastructure delivery from planning and design through construction, commissioning, and handover while coordinating closely with the Delivery Partner, designers, contractors, authorities having jurisdiction, internal City business units, and members of the public. The role includes significant financial accountability for major construction work packages and requires proactive coordination to minimize disruption, manage risk, and maintain alignment with project objectives.

Primary duties include:

  • Lead the delivery of structural infrastructure, including bridges, guideways, retaining systems, and structural walls, from initiation through completion.
  • Plan, organize, and oversee construction activities to ensure project objectives, quality standards, safety requirements, budgets, and schedules are met.
  • Administer multiple construction contracts concurrently, including procurement, tendering, contract administration, safety, quality, and interface management.
  • Monitor budgets, schedules, risks, issues, and performance indicators, and develop mitigation strategies to manage cost, schedule, technical, and interface risks.
  • Provide engineering and technical oversight for design reviews, technical specifications, construction methodologies, and compliance with City of Calgary standards, APEGA requirements, and applicable codes.
  • Coordinate interfaces between structural works and other project disciplines, contractors, utility companies, and railways.
  • Provide leadership oversight to daily construction activities, track non‑conformance reports, and ensure construction conformance to City standards and contract requirements.
  • Evaluate and recommend changes by analyzing options, risks, impacts, and mitigation measures to support effective decision making.
  • Prepare and maintain progress reports, dashboards, action logs, briefing documents, memos, and presentations for senior leadership and project stakeholders.
  • Lead, mentor, and support assigned staff, fostering a collaborative, safety‑focused, accountable, and high‑performance culture.
Qualifications
  • A degree in Civil Engineering or a related Engineering field.
  • You must have at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
  • Within the required 8 years of experience, at least 5 years must involve Light Rail Transit (LRT) or heavy civil infrastructure projects, including at least 3 years in a construction or technical leadership role delivering complex structural work and multidisciplinary teams.
  • Experience in risk management and quality control, with a thorough understanding of project management processes and methodologies.
  • A proven track record of successfully delivering large‑scale infrastructure projects, including project planning, design, and delivery phases.
