Talent Acquisition Specialist

(Contract – Up to 18 Months)

Responsible for:

This position is responsible for coordinating, delivering and executing all aspects of the full cycle recruitment process, including outreach to candidates, preparing job postings, applicant screening, conducting interviews, reference checks and preparing job offers. Provides analysis and identifies recruitment trends, creating strategies for hard to fill positions and develops partnerships with post-secondary institutions for student hiring. Makes recommendations on talent branding and creative recruitment and attraction strategies and leads social media recruitment campaigns. Develops and maintains excellent relationships with departmental leaders and candidates. This position plays a critical role in hiring the most qualified talent for the Corporation.

At employee request, this position is eligible to take part in our hybrid work model as outlined in the City's Alternative Work Arrangement Policy.

Qualifications and experience:

  • Successful completion of a University Degree in Human Resources, Business Administration or related field, or an approved equivalent combination of education and work experience.
  • CHRL Designation is considered an asset.
  • Minimum five (5) years of experience in Human Resources, including experience in full cycle recruitment activities in a unionized environment.
  • Knowledge of relevant employment legislation, acts and regulations such as the Ontario Human Rights Code, Employment Standards Act and Occupational Health and Safety Act.
  • Experience identifying recruitment trends, conducting research and providing analysis and recommendations on social media recruitment strategies.
  • Proficiency in behavioural interviewing, competency-based techniques and other assessment methods.
  • Demonstrated analytical and problem-solving skills with the ability to recommend solutions.
  • Demonstrated critical thinking with the ability to perform proactively and strategically
  • Demonstrated ability to exercise significant discretion and sensitivity and to use consultative and relationship building skills with diverse client groups.
  • Ability to build strong relationships with Hiring Managers and other Stakeholders, developing trusted relationships at all levels of the organization with an exceptional commitment to client service delivery.
  • Exceptional customer service skills with excellent written and oral communication skills.
  • Ability to work well independently, and within a team environment.
  • Ability to use tact and diplomacy within a political environment.
  • Demonstrated organizational and time management skills with the ability to manage competing priorities in a fast-paced environment.
  • Proficiency in MS Office applications and Applicant Tracking Systems, with experience in reporting, statistical analysis and identifying trends.
  • Knowledge of and demonstrated ability in the City’s core and leadership competencies as well as relevant departmental functional competencies.
  • A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use
  • Ability to work outside normal business hours, as required.
