Position Summary

The Talent Acquisition Advisor plays an integral role within Mosaic PCN in creating a strong and effective healthcare workforce. Reporting to the Manager, HR and Labour Relations, this role provides both strategic and tactical end-to-end recruitment and selection support and job classification processes across Mosaic PCN. Responsibilities include updating job descriptions and maintaining job description inventories, creating an outstanding candidate experience, while providing timely and effective consultation services to leaders on talent acquisition initiatives and recruitment practices for both unionized and exempt positions. Develops tools, resources, and recruitment collateral to support Mosaic processes and procedures. Educated leaders and employees in recruitment best practices.

The Talent Acquisition Advisor works collaboratively with other members of the HR team to continuously develop our HR practices and processes to improve our organizational culture and the experience of our people.

Key Responsibilities

Talent Acquisition

  • Partners with operational leaders to understand and forecast hiring needs, aligning recruitment strategies with the organization's goals and workforce requirements.
  • Develops a solid understanding of the unique workforce and hiring across Mosaic PCN's clinical and business support areas.
  • Collaborates with hiring leaders to ensure job descriptions are updated and accurately reflect the work of the role.
  • Designs and implements effective hiring strategies; creates compelling job postings; conducts and supports effective interview and/or assessment processes that are aligned with HR best practices and union agreements.
  • Develops comprehensive talent acquisition strategies in response to recruitment challenges.
  • Drives the delivery of recruitment and selection training for hiring leaders, equipping them with easy-to-use tools and adaptable techniques to make informed, inclusive, strategic and defensible hiring decisions.
  • Works collaboratively with the HR Business Partner to support the grievance process as it relates to recruitment and selection.

Job Evaluation and Classification

  • Leads job evaluation activities for unionized and exempt positions ensuring that an updated job description inventory is created and maintained, and positions are appropriately classified.
  • Creates job evaluation and classification review tools, conducting job evaluation audits and interviews, as well as educating and supporting leaders through job evaluation processes.
  • Completes union notification processes for all job description updates, reclassifications. Working collaboratively with the HR Business Partner in implementing new unionized job descriptions and/or job classifications.
  • Participates in other HR projects as assigned.
  • Other related duties as assigned.

Qualifications & Requirements

Qualifications

  • A bachelor's degree in Human Resources, Business Administration or Commerce, or a related field.
  • Three (3) to five (5) years' experience supporting leaders in both strategic and tactical talent acquisition activities in a unionized working environment. Experience working in a unionized healthcare organization is preferred.
  • Previous experience performing job classification and job evaluation functions in a unionized work environment is preferred.
  • Designation as a Chartered Professional in Human Resources (CPHR) and Registered Professional Recruiter (RPR) is preferred.
  • An equivalent combination of education and experience may be considered.

Knowledge, Skills and Abilities

  • Strong knowledge of HR best practices, employment laws, and recruitment strategies.
  • Expertise in using Human Resource Information System (HRIS) and Applicant Tracking Systems for high volume recruitment. Previous experience using UKG is preferred.
  • Knowledge and expertise using social media recruitment tools and strategies, including platforms such as LinkedIn and Indeed.
  • Ability to effectively apply labour relations principles and collective bargaining agreement requirements to the recruitment and selection process for unionized job competitions.
  • Effective organizational skills with a high level of attention to detail.
  • Superior oral and written communications skills with the ability to effectively communicate policies, processes, and procedures along with the ability to speak confidently to multiple levels of the organization.
  • Ability to build strong collaborative working relationships.
  • Demonstrates a sense of urgency, tasks initiative and is a self-starter.
  • Possesses strong organizational and customer service skills to effectively manage multiple priorities.
  • Tact and high degree of professionalism, confidentiality, and integrity.
  • Proficiency in programs such as Word, Excel, Outlook at an intermediate level, with demonstrated ability to quickly pick up new systems.

Working Conditions

  • Occasional evening and weekend hours may be required.
  • Ability to travel on public transportation or valid drivers license with access to own car in good repair is required.
