Job summary

The City of Vaughan is hiring for a Supervisor of Wastewater & Storm Drainage Operations. You will lead the wastewater and stormwater operations team, ensuring safe, efficient operation and compliance with all levels of regulation and city policies.

The role requires strong leadership, planning, and technical expertise, with on-site work five days a week at the Joint Operations Centre in Vaughan. On-call rotation may be required.

Qualifications

  • Post-secondary 3-year diploma in a Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering, or suitable equivalent.
  • Education relevant to MECP Wastewater Collection Operator Certification Program.
  • MECP licensing as Wastewater Collection Level III Operator or higher is required.
  • Minimum of five (5) years in operation and maintenance of wastewater and stormwater systems, including three (3) years supervisory experience.
  • Proven leadership through coaching, mentoring, change management and continuous improvement.
  • Competent under the Occupational Health and Safety Act.
  • Thorough knowledge of municipal wastewater collection and stormwater maintenance and operations.

Responsibilities

  • Oversees operation and maintenance of wastewater collection and stormwater systems, ensuring compliance with all applicable legislation and city policies.
  • Supervises staff, coordinates and plans work, assigns tasks, monitors quality, resolves problems, and ensures results.
  • Develops and administers annual and multi-year operating and capital budgets in line with city policies and council priorities.
  • Provides input into design of new/upgraded infrastructure from an operations perspective and manages commissioning.
  • Identifies opportunities to improve operations and service delivery in line with division priorities.
  • Acts as Overall Responsible Operator on standby rotation for wastewater collection.
  • Participates in on-call/stand-by rotation for water and stormwater systems.

Position Overview

Reporting to the Manager, Wastewater and Stormwater Services, the Supervisor of Wastewater and Stormwater Operations is responsible for supervising, organizing and coordinating the daily operations of the wastewater and stormwater operations team, and provides leadership, functional guidance and technical direction to staff. The Supervisor of Wastewater and Stormwater Operations ensures the safe, efficient, and cost-effective operation and maintenance of the City's wastewater collection and stormwater management systems in compliance with federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments and acts as the Overall Responsible Operator (ORO). The Supervisor of Wastewater and Stormwater Operations assists the Manager of Wastewater and Stormwater Services in the development of processes, policies, standards and practices, and the strategic planning process, that support service level standards and continuous improvement, and delivers results that are aligned with the Corporation's strategic vision, direction, and service priorities. The Supervisor of Wastewater and Stormwater Operations provides leadership to the wastewater and stormwater operations team through ethical and accountable decision making, coaching and developing staff, embracing service delivery with a citizen focused approach, and providing encouragement, guidance, and technical direction.

Please note this position requires the successful candidate to work on-site 5 days' a week at the Joint Operations Centre (2800 Rutherford Road).

Responsibilities
  • Oversees the operation and maintenance of the wastewater collection and stormwater management systems ensuring compliance with all applicable federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments, and City policies and procedures.
  • Supervises wastewater and stormwater operations staff, coordinates and plans work, provides work direction, assigns tasks and projects, determines methods and procedures to be used, monitors quality of work, resolves problems, and ensures assigned results are achieved.
  • Develops, manages, and administers annual and multi-year operating and capital budgets and programming for which they are delegated authority in compliance with City policies and in support of Council's strategic priorities.
  • Provides input into the design of new and upgraded wastewater collection and stormwater management infrastructure/facilities from an operations and maintenance perspective and manages the commissioning and assumption of new and upgraded infrastructure/facilities.
  • Identifies opportunities for improving operations and service delivery, ensuring alignment with division priorities.
  • Acts as Overall Responsible Operator for the wastewater collection system on a stand-by rotation.
  • Participates in the management on-call/stand‑by rotation for the water distribution, wastewater collection, and stormwater management systems when required.
  • Other duties as assigned.
Qualifications and Experience
  • Post-secondary 3-year diploma in a Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering, or suitable equivalent.
  • Education relevant to the Ministry of the Environment, Conservation and Parks' Wastewater Collection Operator Certification Program.
  • Ministry of the Environment, Conservation and Parks (MECP) licensing as a Wastewater Collection Level III Operator, or higher, is required.
  • Minimum of five (5) years of progressive experience in the operation and maintenance of wastewater collection and stormwater management systems, including three (3) years of supervisory experience, preferably in a municipal/unionized environment.
  • Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement initiatives.
  • "Competent" under the Occupational Health and Safety Act.
  • Thorough working knowledge of municipal wastewater collection and stormwater management maintenance and operational processes.
  • Comprehensive knowledge of provincial legislation and policy that affects the operation and maintenance of municipal wastewater collection and stormwater management systems including, but not limited to, the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act, Occupational Health and Safety Act and all other applicable legislation, regulations, codes, and standards including regulations enforced by the Technical Standards and Safety Authority (TSSA) and Electrical Safety Authority (ESA).
  • Ability to coach operators, plan and organize work, clearly deliver instructions, and provide appropriate feedback.
  • Knowledge of troubleshooting skills and corrective action in large wastewater collection and stormwater management systems.
  • Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations, and courses of action.
  • Ability to build business relationships, resolve conflicts, negotiate, mediate, facilitate, and deliver information to a wide variety of audiences. Effectively research and analyze, and effectively respond to emerging opportunities and risks.

  • Flexible and available to work irregular hours including weekends and stand‑by/on‑call as required.
Working conditions
  • Standard office environment with regular site/field visits.
  • Maintain ability to travel in a timely manner to other offices, work locations, or sites as authorized by the City for business reasons.
  • Must possess and maintain a valid and restriction free driver's license of appropriate class to carry out the duties of the job.
