Job summary

A progressive municipality is seeking a skilled Manager of Traffic Engineering to oversee all aspects of traffic services operations. Position Overview

Reporting to the Director, Transportation and Fleet Management Services, this position is responsible for overseeing overall management of the City’s Traffic Services Operations, including Traffic operations, Traffic Safety, Traffic Signals and Streetlighting operations and maintenance, the City’s pavement marking program, ensuring the safe movement of all users (including vehicles, cyclists, pedestrians and school children) on City‑owned roads, sidewalks and walkways; manage reporting staff within the Traffic Services Division while promoting a service‑oriented culture; administering contracts with third parties; overseeing implementation of traffic and transportation technologies and strategies, as well as Traffic by‑laws, policies and procedures related to traffic management and operations; analyzing, monitoring and reporting on system performance; responding to resident concerns and complaints and City Council‑related inquiries; and contributing to preparation of capital and operating budgets. The Manager is responsible for fostering a culture of respect, dedication and accountability, where team members are engaged and eager to contribute ideas and innovations toward optimizing performance, value and citizen satisfaction. Provides operational support during incidents requiring Emergency Response and Emergency Management.

Qualifications and Experience
  • University Degree in Transportation or Civil Engineering or suitable equivalent combination of education and experience
  • Minimum seven (7) years of experience in transportation and traffic management, traffic engineering, operations, project management and leading teams
  • P.Eng. license, in good standing with the Professional Engineers Ontario is an asset
  • Possession of Project Management certification is an asset
  • Demonstrated knowledge of traffic engineering and safety principles, practices, concepts, legislation related to traffic engineering and regulatory control and approval process
  • Leadership competencies including results/achievement focus, operating strategically, leveraging diversity and differences, customer focus, ensuring accountability, managing complex problems, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self‑awareness, and demonstrating resiliency
  • Demonstrated knowledge of and application of financial management and budgeting; and, business planning processes
  • Demonstrated interpersonal, organizational, and analytical skills; excellent oral and written communication skills
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost‑effectiveness of services
  • Knowledge of, and demonstrated ability to communicate, innovate, drive teamwork and collaboration, and personal accountability/ownership
  • Demonstrated political acumen and ability to negotiate, mediate, facilitate and present information to a varied audience
  • A valid Ontario Class “G” driver’s license in good standing with an appropriately insured and reliable vehicle for business purposes when required
  • Ability to work outside regular business hours, as required
  • Ability to work in outside environments with inclement weather from time to time, as required
  • Knowledge of relevant employment legislation; collective agreement administration and labour relations principles and practices an asset
  • Demonstrated knowledge of applicable legislation and regulatory controls, municipal and regional government organization and structure, industry standards, issues and communities served relating to traffic and transportation engineering
  • Computer literacy utilizing MS Office software applications, GIS and AVL technology
  • Thorough knowledge of the principles guiding road maintenance, winter operations and traffic management
