POSITION: Supervisor, Maintenance Planning EAM
REPORTS TO: Superintendent, Maintenance of Way
DEPARTMENT: Rail Infrastructure
LOCATION: Englehart/Cochrane
REFERENCE: 200-220B-25
SALARY: $86,710 - $101,998

ACCOUNTABILITY STATEMENT:
The Supervisor, Maintenance Planning is responsible for leading the transition from a reactive to a proactive and disciplined maintenance and repair approach. The Supervisor, Maintenance Planning will provide leadership and oversight for the efficient planning and scheduling of Rail Infrastructure. This role is essential for maintaining compliance with dispatch protocols and ensuring a smooth workflow and will coordinate maintenance activities, optimize resource allocation, and contribute to the overall operational efficiency of the organization.

MAJOR DUTIES/ RESPONSIBILITIES:
  • Oversee the translation of asset maintenance needs into actionable plans, ensuring that maintenance strategies are effectively implemented to meet service levels
  • Responsible for the management and direction of Maintenance Planners /Schedulers including performance management, training, disability management
  • Oversee the effective and efficient use of the Enterprise Asset Management (EAM) System for tracking all assets and maintenance activities
  • Ensure adherence to policies, procedures and practices
  • Responsible for direct reports (e.g. schedulers)
  • Ensure that preventative maintenance plans and inspections are properly scheduled and performed
  • Ensure maintenance plans align with compliance standards and contribute to the efficient operation of the Maintenance of Way department
  • Develop equipment (asset) based job plans, which includes walking down job to identify work requirements and hazards
  • Develop work packages, including all work scope, safety information, job plans, contractor support
  • Collaborate with and understand multi-craft support needs to do the work
  • Lead schedule finalization meeting with maintenance planners
  • Co-ordinate with contractors ahead of work start
  • Co-ordinate work with other staff and departments as required
  • Review plans where the maintenance planner estimate exceeds $5000
  • Confirm authorization with management where planner estimate exceeds $10,000
  • Maintain awareness and advise management of accuracy of Maintenance management system
  • Coordinate the receipt, distribution and filing of operation and maintenance manuals.
  • Coordinate their review for new preventative maintenance (PM) recommendations
  • Lead maintenance optimization activities, aligning asset performance with organizational objectives, and ensuring that maintenance activities support the required asset service levels
  • Develop and maintain master PM/non-regulatory PM template/schedule for level loading of work
  • Work with Asset Analyst /divisional representatives when new Assets, and PMs are introduced to ensure accurate information, correct owner, timing for completion
  • Support data collection efforts and any data cleansing required for all infrastructure assets to ensure proactive planning within the Enterprise Asset Management system
  • Provide valuable insights into asset performance and maintenance needs for informed decision-making.
  • Working with the AMO, participate in the development and updating of Asset Management Plans and Capital Plan submissions, contributing to the strategic planning of the organization
REQUIREMENTS:
  • College diploma in Construction or Civil Engineering
  • Certified Technician, or Certified Engineering Technician is preferred
  • 3 to 5 years’ supervisory experience, preferably in a unionized environment
  • 5+ years of industrial or transportation, maintenance planner/scheduler, and maintenance experience
  • 3+ years’ experience in maintenance, repair and operating materials (MRO) and inventory management
  • Proven experience utilizing work management process to plan and schedule maintenance work
  • Must have strong project management skills
  • Proficient in Microsoft 365 with advanced Excel skills
  • Experience working with Computerized Maintenance Management Systems, Track Inspection Software and HxGN EAM software
  • Valid G driver’s license and the ability to travel up to 25% of the time
  • Excellent communication skills and interpersonal relationship skills
  • Excellent time management and organizational skills
  • Ability to make informed decisions and set clear, achievable goals
  • Ability to identify and prioritize multiple projects and perform work with a constant awareness of improving processes
  • Demonstrated capability to analyze and troubleshoot operational and equipment problems and provide reasonable and accurate recommendations and solutions
