Job summary

Manitoba Blue Cross seeks a senior Infrastructure & Operations leader to deliver secure, cost-efficient technology services. You will oversee cloud and on‑premises infrastructure, service delivery, and vendor partnerships, with a focus on reliability and performance.

Qualifications

  • 10+ years in IT with 5+ years in leadership roles.
  • Strong cloud, networking, security, backup, and DR skills.
  • Experience with vendor negotiations, procurement, and contract management.
  • Familiarity with ITIL or ITSM frameworks.
  • Excellent communication and stakeholder management abilities.

Responsibilities

  • Lead Infrastructure Operations and Service Desk functions, ensuring high-quality desktop support and adherence to ITIL processes.
  • Oversee disaster recovery, business continuity, backup, and recovery programs with regular testing.
  • Provide architectural input and governance across compute, storage, networking, and security domains.
  • Drive capacity planning, cost management, and lifecycle management of infrastructure services.
  • Mentor and develop Infrastructure Support and Service Desk teams; manage recruitment and on-call coverage.

POSITION SUMMARY:

The Supervisor, Infrastructure & Operations is responsible for the delivery of technology infrastructure, cloud services, and Service Desk operations. The incumbent provides technical and operational leadership to ensure secure, reliable, and cost-effective services while overseeing vendor management and technology procurement. The Supervisor supports the organization’s technology strategy through cloud-based solutions and operational excellence.

DUTIES AND RESPONSIBILITIES
Infrastructure Operations & Reliability
  • Ensures infrastructure services meet requirements for availability, performance, security, resilience, recoverability, and lifecycle management.
  • Leads Infrastructure Operations and Service Desk functions, ensuring effective desktop support and adherence to incident, problem, change, and service management processes.
  • Acts as an escalation point for complex infrastructure issues and leads the resolution of significant incidents and recurring problems.
  • Oversees disaster recovery, business continuity, backup, and recovery programs, including regular testing and validation.
  • Establishes and maintains infrastructure standards, service levels, operational procedures, runbooks, and documentation.
  • Manages software assets, enterprise licensing, subscriptions, maintenance agreements, and support contracts.
Cloud & Infrastructure Leadership
  • Participates in the infrastructure/cloud roadmap, recommends solutions to control technology spending, proposes architecture decisions, proposes business cases and influence technology strategy
  • Provides technical leadership across compute, storage, networking, security, monitoring, backup, and disaster recovery.
  • Participates in the design and implementation of secure, scalable, highly available, and cost-effective technology solutions.
  • Drives capacity planning, resource utilization, cost management, and infrastructure lifecycle management.
  • Provides architectural input to technology projects and ensures solutions are supportable, monitored, operationally ready, and compliant with established standards.
Vendor Management & Technology Procurement
  • Develops and maintains relationships with technology vendors, managed service providers, cloud partners, and software suppliers.
  • Participates in vendor evaluations, procurement activities, and contract negotiations to optimize pricing, service levels, licensing, and contractual terms.
  • Evaluates technology solutions and provides recommendations based on technical capability, risk, service quality, and total cost of ownership.
  • Contributes to business cases and cost-benefit analyses to support technology investments, procurement decisions, and technology-spending optimization.
Leadership & Team Development
  • Leads, coaches, and develops Infrastructure Support and Service Desk team members.
  • Establishes team objectives, priorities, service expectations, and performance measures, providing ongoing feedback and performance reviews.
  • Fosters a culture of accountability, collaboration, continuous improvement, knowledge sharing, and customer service.
  • Identifies skills gaps and supports employee training and professional development.
  • Participates in recruitment, onboarding, workforce planning, scheduling, and on-call coverage.
  • Develops and maintains effective escalation and on-call processes while fostering collaboration across Technology Services teams.
Service Delivery & Customer Experience
  • Ensures Infrastructure and Service Desk teams deliver consistent, professional, customer-focused services.
  • Oversees ticket triage, prioritization, and escalation.
  • Promotes visibility of IT services, performance, incidents, and planned maintenance.
  • Ensures clear and effective communication with technical and non-technical stakeholders.
Technology Strategy & Continuous Improvement
  • Contributes to the development and execution of the organization's technology strategy, including evaluation of emerging technologies and business opportunities.
  • Identifies and implements opportunities to automate processes, improve operational efficiency, and optimize technology services.
  • Collaborates with technology leaders to establish technology roadmaps, standards, and operational requirements.
  • Performs other related duties and special assignments as assigned.
QUALIFICATIONS AND SKILLS
  • Post-secondary degree in Computer Science, Information Systems, or a related field is required.
  • Minimum 10 years of relevant experience in the Information Technology field, including 5 years in a supervisory, leadership, or senior technical role.
  • Demonstrated collaborative leadership skills, with proven ability to coach, develop, and inspire a team of technical professionals.
  • Strong technical background with hands-on experience in cloud infrastructure and services, including networking, security, identity and access management, monitoring, backup, disaster recovery, and high-availability solutions.
  • Strong understanding of IT infrastructure operations, including Windows and Linux operating systems, networking, virtualization, storage, backup, and monitoring technologies.
  • Demonstrated experience managing technology vendors, managed service providers, software procurement, licensing, contract management, and vendor negotiations.
  • Strong understanding of IT service management principles, including Incident, Problem, Change, and Service Request Management.
  • Strong analytical, organizational, negotiation, and problem-solving skills, with the ability to evaluate technology solutions, develop business cases, and manage competing priorities in a dynamic environment.
  • Both hands on and strategic with the ability to navigate between operational requirements and long-term organizational objectives.
  • Exhibits highest standards of professionalism and personal integrity. Exercises sound judgment, tact, and discretion when handling confidential or sensitive information.
  • Excellent verbal and written communicator with strong interpersonal skills, and the ability to work effectively with technical teams, vendors, business stakeholders, and senior leadership.
  • AWS certifications such as AWS Certified Solutions Architect, AWS Certified SysOps Administrator, or AWS Certified Cloud Practitioner are preferred.
  • ITIL certification or experience with formal IT Service Management frameworks is preferred.
