Job description

POSITION SUMMARY: Under the general direction of the Manager Facilities Services, is responsible for the effective and efficient planning and direction of municipal facilities infrastructure maintenance, repair, renovation and grounds maintenance programs as assigned.

MAJOR RESPONSIBILITIES:

As a member of the Facilities Services Management Team:

  • Plans, directs, supervises, reviews and schedules the maintenance, repair, and renovations for facilities and properties owned or operated by the municipality as assigned.
  • Schedules and direct the assignment of work, personnel, equipment, and resources for the Section’s operations; instructs section personnel in the most efficient and effective methods of performing their duties.
  • Coordinates and conducts site inspections and recommends actions for improvement as appropriate.
  • Provides technical expertise/information, troubleshoots equipment, and provides technical assistance to staff, contractors and the Corporation.
  • Manages and maintains the section’s Ameresco work orders and system, as well as the HVAC DSS system.
  • Examines daily time sheets, work orders and invoices for proper cost allocation as well as monitor and provide cost control on accounts, reports variances, schedules and approves annual vacations and overtime of assigned personnel.
  • Investigates and provides reports for claims of injury, damages or complaints and takes appropriate action.
  • Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Supervises Sectional staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions.
  • Participates in the preparation and administration of the facility maintenance and capital budgets; submit budget recommendations; prepare cost estimates; submit justifications for expenditures; monitor and manage budget expenses.
  • Monitors and controls supplies and equipment, assists in the preparation of various contracts, requests for proposal and reports;
  • Ensures the development and maintenance of records required by all governing bodies such as ESA, CSA, TSSA, small drinking water systems, fire code, and building codes as well as inventories and records of the location, condition and upkeep of the infrastructure under the jurisdiction of the Division.
  • Participates in the development of goals and objectives of the Section. Makes recommendations for changes and improvements to existing standards, policies and procedures and processes. Monitors and supervises sectional work activities that ensures compliance with established polices and procedures.
  • Coordinates training essential for sectional staff required by legislation, policies and departmental work procedures and techniques.
  • Ensures insurance, equipment, procedures, and controls are in place to protect the Corporation from civil liabilities due to its facilities and operations under the jurisdiction of the Division.
  • Coordinates work activities with contractors that provide contract services for the section.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:

Education/Experience:

  • Journeyman Construction Maintenance Electrician Certificate, or a Refrigeration and Air Conditioning Mechanic Interprovincial Standard (red seal certification) or a related designation together with five years’ experience building electrical systems, HVAC systems and DSS controls, fire alarms and suppression systems, buildings and property maintenance, construction practices, contract management and budgeting in an industrial or commercial environment; or
  • Diploma in technology or a field related to facility management or a facility management administrator designation or a related designation, together with a seven years’ experience building electrical systems, HVAC systems and DSS controls, fire alarms and suppression systems, buildings and property maintenance, construction practices, contract management and budgeting in an industrial or commercial environment;
  • Previous experience with general facility maintenance and operations
  • Three years’ experience in a supervisory capacity
  • Knowledge of and the ability to interpret applicable municipal by-law, provincial legislation, and related regulations.
  • Knowledge of building construction, buildings, and grounds maintenance

Skills/Abilities:

  • Ability to read and understand construction drawings, plans and specifications or other related documents
  • Must posses a good understanding of Electrical/HVAC systems and building controls
  • Ability to procure and manage maintenance and construction work
  • Ability to maintain accurate and detailed records
  • Able to understand and effectively manage budgets, direct, manage and train technical staff or contractors
  • Superior ability to communicate effectively and concisely, both orally and in writing
  • Ability to establish and maintain effective working relations with Administration, Union executives, superiors, co-workers, employees, and the general public
  • Strong leadership skills including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
  • Excellent project/time management, analytical/critical thinking, problem-solving and decision-making skills
  • Ability to think and act strategically in a public sector environment, including the ability to anticipate emerging priorities and conceptualize and implement change strategies
  • Must be at an intermediate skill level in word processing and spreadsheet software
  • Ability to use AutoCAD, CAD programs, HVAC controls, and building maintenance software
  • Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent
  • Must meet the definition of a competent driver as defined by the Corporation
  • Must be competent within the meaning of the Occupational Health & Safety Act

Assets:

  • Eligible for registration as a Certified Property Manager and/or a Facilities Management Administrator
  • Experience with SAP software or other similar budget and purchasing systems
  • Knowledge of the functions of City departments, outside boards, and local community groups
  • Knowledge of principles and practices of facilities maintenance, contract management, budgeting, procurement, project management and preventative maintenance
  • Knowledge of applicable legislation and regulating bodies for building, equipment maintenance and construction

CONDITIONS OF EMPLOYMENT:

  • Must meet and remain a competent driver as defined by the Corporation
  • May be required to provide a successful driver’s record (uncertified)
  • Must undergo a successful Police Vulnerable Sector Check (PVSC)
  • Must undergo a successful Thunder Bay Police Building Clearance Search and continue to remain eligible for clearance to Thunder Bay Police facilities
  • Must sign and abide by Employee Confidentiality Statement
  • Must work and attend meetings outside of regular working hours
