Supporting the operations of City of Saint John and Saint John Transit by following legislated requirements and industry best practices in the procurement, maintenance, repair, and replacement of physical assets; including fleet and transit vehicles, the shared operations center and supporting infrastructure (shelters, signs, etc.).
Key Responsibilities:
- Maximizing return on investment into physical assets by operating a competitive maintenance and repair service; one that minimizes down time and rework through effective and efficient leadership.
- Meeting all legislated requirements relating to vehicle inspection and repair services.
- Ensuring all systems and assets meet safety, environmental, and quality standards.
- Developing and managing a comprehensive preventative maintenance program based on industry-standard best practices in maintenance and repair.
- Researching and evaluating new technology and integrating improvements into fleet and maintenance operations as appropriate.
- Ensuring maintenance and repair services remain properly focused by preparing a business case for various repair services and sourcing as appropriate.
Act as a critical team member of Public Works and Transportation Services by:
- Setting clear strategic direction in line with overall Service Area objectives.
- Developing, implementing, and ensuring compliance of policies, operational procedures, and regulations that meet the immediate and long-term goals of the Service Area.
- Overseeing the planning, supervision, control, and coordination of programs, activities, and operations within the Service Area.
- Coordinating fleet requirements with various Service Areas to ensure adequate units to meet service demands (Analyzes and determines requirements relative to cost, reliability, availability, and usage).
- Providing skilled technical support in preparing detailed written specification(s) for equipment and vehicles to be purchased and inspecting and evaluating deliveries for conformance to specifications.
- Managing scheduling (staffing) to ensure adequate coverage for labor within the department.
- Developing and issuing manuals, bulletins, and technical guidelines to improve services and operational activities.
Providing for the effective and efficient operational supervision of Service Areas by:
- Setting clear mechanical supervision in line with overall Service Area objectives.
- Overseeing the mechanical supervision, coordination of programs, activities, and operations within the Service Area.
- Supervising a work culture characterized by the fundamental principles of quality management and continuous improvement.
- Supervising productivity and efficiency of the Service Area.
Through effective front-line leadership; supporting and developing Service Area employees by:
- Modeling organizational values, acting in accordance with professional practice and ethics.
- Setting and communicating clear performance expectations.
- Providing a safe, quality, motivating work environment.
- Taking a lead role in the hiring of new Service Area personnel.
- Supervising employee orientation, training, development, performance, and discipline.
- Conducting effective performance appraisals in accordance with organizational objectives.
- Resolving issues sensitively, confidentially, effectively and in accordance with organizational industrial relations practices.
Ensure the financial accountability and integrity of the Service Area is maintained by:
- Preparing operating and capital budget requests, reviewing and authorizing budget expenditures, monitoring and analyzing monthly budget summaries and taking necessary actions for correction.
- Developing one-to-three-year acquisition plans which balance anticipated demand, service capabilities, and fleet strength with projected supply.
- Assisting Procurement in developing supply agreements, approving yearly fleet rental agreements and managing requirements with various Service Areas.
- Managing the stockroom and approving the purchase of goods and services, sourcing of new vendors and controlling inventory; ensuring processes are in accordance with established procedures and standards.

Areas of responsibility within this role include automotive light fleet, light and heavy equipment, truck and transport, Public Safety assets (Fire/Police), transit fleet, paint and body shop, fabrication/welding shop, stockroom, and maintenance services.
