The City of Edmonton’s Urban Planning & Economy department is seeking experienced technology practitioners to be a Strategic System Analyst. The department leverages leading technology from AI to automation to innovate how services are delivered to citizens and businesses. In this role, you will be a key resource for both internal and external customers, providing expert advice and support on the City's land management and workflow enterprise systems. You will play a critical role in ensuring that these systems are meeting our needs, developing software solutions, and helping to improve services for Edmontonians.

Reporting to the Manager of eServices and Service Improvement this role will help shape the future of digital service delivery at the City of Edmonton. The successful candidate will have a strong understanding of software development, data management, and system integration, as well as a passion for using technology to improve services for citizens.

Urban Planning and Economy is a forward-looking department that plans, promotes and advocates change that moves this city towards the Edmonton envisioned by the City Plan (https://bit.ly/3RZcCaA) - to become a more vibrant, prosperous, equitable and climate resilient community. What will you do?

  • Develop and implement software solutions and enhancements to existing systems
  • Address software issues, explore solutions, and work with users to resolve software deficiencies effectively
  • Provide direction, advice, and consulting services as required in the use of technology to achieve business objectives
  • Research and recommend new technologies to improve the City’s services
  • Participate in the planning and implementation of technology projects
  • Develop and maintain system documentation, guidelines
  • Share knowledge of solutions, technologies, and processes
  • Stay up-to-date on emerging technologies and trends
Qualifications

  • Degree in a Computer Science related discipline and 4 years relevant experience
    OR
  • Diploma in Software Development related fields and 5 years of relevant experience
    OR
  • 1 year related certificate and 7 years relevant experience

Assets:

  • Computronix POSSE Certification
  • Technical certifications in JavaScript, Python, C#, PowerShell, REST/SOAP, JSON, JQuery, Crystal, XtraReports

Skills Required for Success:

  • Strong communication, interpersonal, and collaboration skills to effectively work with diverse teams and stakeholders
  • Ability to perform complex end-to-end system integration, software solution delivery and maintenance
  • Understanding of relevant technologies and platforms used (Computronix POSSE, Oracle and ESRI)
  • Experience in: .NET, Python, Cloud Computing, SaaS Applications, SQL, Oracle PL/SQL, IIS, Web Services, Javascript, Bootstrap, CSS, JQuery, Web API, REST, containerization, microservices
  • Familiarity with agile development methodologies and best practices
  • Excellent analytical, problem-solving, and decision-making abilities
  • Ability to work independently and manage multiple projects simultaneously in a fast-paced environment

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Up to 1 permanent full-time position

Hours of Work: 40 hour per week

Salary Range: $ 48.360 - $ 61.711 Hourly $ 100,975.68 - $128,852.57 Annually

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
