Job summary

General Dynamics Mission Systems–Canada is seeking a Manager, IT Business Management to establish and lead the IT business management function. As technology investments grow across infrastructure, cloud, cybersecurity, applications, data, and AI, the role focuses on financial management, governance, and portfolio oversight.

This position will liaise with IT, Finance, Procurement, Legal, PMO, APM, and strategic technology vendors to ensure fiscally responsible, enterprise-aligned investments and

Qualifications

• Bachelor's degree in a related discipline.
• 7+ years of IT business management or related fields.
• Experience managing technology budgets, forecasts, and financial reporting.
• Experience developing business cases and investment proposals for executive-level approval.
• Experience leading RFI, RFP, RFQ and vendor evaluation processes.
• Experience managing technology contracts, licensing agreements, and supplier relationships.
• Strong understanding of cloud economics and software licensing.
• Strong analytical, financial modeling, negotiation, communication, and stakeholder management skills.
• Identifies opportunities to apply AI for continuous improvement and innovation.

Responsibilities

• Lead IT budget development, forecasting, and reporting.
• Mature ITFM and FinOps capabilities across the organization.
• Provide financial governance of cloud services, licensing, and services.
• Develop ROI analyses, TCO assessments, and cost-benefit analyses.
• Support governance committees with actionable business insights.
• Coordinate vendor negotiations and contract renewals.
• Oversee RFI/RFP/RFQ processes and supplier evaluations.
• Track investments against business-case assumptions and benefits.
