Job summary

Lethbridge Police Service is seeking a Strategic Intelligence Analyst to support CISA/NWT. The role focuses on collection, integration, analysis, and dissemination of strategic criminal intelligence across Alberta, the Northwest Territories, and Canada.

The successful candidate will develop intelligence products and dashboards, collaborate with multi-agency partners, and contribute to intelligence-led policing and long-term public safety planning. Wage is $49.00 per hour; 37.5 hours/week.

Qualifications

• At least four-years of post-secondary education in Criminal Justice, Intelligence Studies, Criminology, Social Sciences, Data Analytics, Research Methodology, Public Safety, or a related discipline is required.
• An equivalent combination of education, specialized intelligence training, and directly related experience may be considered.
• Experience conducting intelligence analysis, strategic analysis, crime analysis, research, investigative analysis, data analysis, or related analytical work in a law enforcement, intelligence, public safety, regulatory, military, or similar environment.

Strategic Intelligence Analyst – CISA

Permanent, Full-time

The Lethbridge Police Service is currently accepting applications for a permanent full-time Strategic Intelligence Analyst. Reporting administratively to the Staff Sergeant in Charge, Combined Forces Special Enforcement Section (CFSEU), the successful candidate will support the Criminal Intelligence Service Alberta/Northwest Territories (CISA/NWT) and receive day-to-day operational direction from the CISA/NWT Director and/or Analyst Supervisor. The position remains an employee of the Lethbridge Police Service while working collaboratively within the CISA/NWT intelligence network.

The Strategic Intelligence Analyst is responsible for the collection, integration, analysis, evaluation, and dissemination of strategic criminal intelligence relating to organized and serious crime affecting Alberta, the Northwest Territories, and Canada. The position develops intelligence products and analytical assessments that support intelligence-led policing, operational priorities, resource allocation, organizational decision-making, investigative direction, and long-term public safety planning.

Working within a complex multi-agency environment, the Strategic Intelligence Analyst collaborates with municipal, provincial, federal, Indigenous, and government partners to identify emerging threats, organized crime groups, criminal networks, criminal markets, evolving crime trends, and intelligence gaps requiring further collection or analysis.

This permanent full-time position falls under the protection of a collective agreement associated to the Canadian Union of Public Employees (CUPE) Local 70 contract. CUPE Local 70 represents employees employed in number of civic departments within the City of Lethbridge.

As the CISA Strategic Intelligence Analyst, you will:

• Collect, integrate, evaluate, and analyze criminal intelligence and data obtained through law enforcement records management systems, intelligence databases, partner agencies, open-source information, research sources, and other authorized information systems.
• Conduct strategic intelligence analysis to identify organized crime groups, criminal networks, emerging threats, criminal markets, commodity flows, trends, and patterns affecting Alberta, the Northwest Territories, and Canada.
• Prepare quarterly and/or annual reports on organized crime and criminal markets of interest for partner agencies and stakeholders.
• Compile data and prepare various analytical products (reports, intelligence bulletins, dashboards, association charts, etc.) for ad-hoc intelligence requests from partner agencies and stakeholders.
• Attend intelligence meetings and present analytical findings and research to partner agencies and stakeholders.
• Maintain a close working relationship with analytical and operational contacts at Lethbridge Police Service and CFSEU Lethbridge to foster regular intelligence sharing on criminal markets and organized crime groups.
• Collaborate with other CISA analysts on intelligence requests and projects.
• Support and inform the Intelligence community, executives, and government stakeholders.
• Develop and maintain collaborative relationships with municipal, provincial, federal, Indigenous, and government partners.
• Contribute to the ongoing development, modernization, and continuous improvement of intelligence practices, analytical capabilities, and information management processes.
• Perform other related duties as assigned.

As the successful candidate, you will have:

• At least four-years of post-secondary education in Criminal Justice, Intelligence Studies, Criminology, Social Sciences, Data Analytics, Research Methodology, Public Safety, or a related discipline is required.
• An equivalent combination of education, specialized intelligence training, and directly related experience may be considered.
• Experience conducting intelligence analysis, strategic analysis, crime analysis, research, investigative analysis, data analysis, or related analytical work in a law enforcement, intelligence, public safety, regulatory, military, or similar environment.
• Experience developing assessments, intelligence products, reports briefings, presentations, or research products for operational and senior decision-making audiences.
• Strong written, verbal, presentation, and interpersonal communication skills.
• Advanced proficiency with Microsoft Office applications, particularly Microsoft Excel.
• Ability to interpret and synthesize large volumes of information from multiple sources and identify meaningful patterns, relationships, and trends.
• Ability to work independently, exercise sound judgement, manage competing priorities, and meet deadlines within a dynamic operational environment.
• Ability to establish and maintain effective working relationships with internal and external stakeholders.
• Experience with intelligence databases, Records Management Systems, analytical software, social network analysis tools, GIS applications, i2 Analyst's Notebook, ibase, Power BI, data visualization tools, R, KNIME, SQL, and Python open-source intelligence techniques would be considered assets.
• Ability to maintain professionalism, discretion, and integrity while handling highly sensitive information.

PLEASE NOTE:

• The successful candidate must be capable of working within an environment involving highly sensitive and confidential information and may be exposed to disturbing subject matter relating to organized crime, violence, victimization, and other criminal activity.
• Occasional travel, after-hours work, and schedule flexibility may be required to support operational priorities, partner engagement activities, conferences, meetings, and training opportunities.
• In addition to the LPS security, background, and polygraph screening, the successful candidate for this position must have the ability to obtain a Federal/Provincial Enhanced Reliability (ER) security clearance.
• This permanent full-time position is funded through Criminal Intelligence Service Alberta/Northwest Territories (CISA/NWT) and is contingent upon the continuation of external funding support to the Lethbridge Police Service.

The successful candidate is required to consent to a police security clearance, which includes the voluntary completion and submission of a personal disclosure form (lifestyle questionnaire), criminal and police records check, reference checks and truth verification through polygraph examination.

Wage: $49.00 per hour|2026 Rate.

Hours: Monday to Friday, 37.5 hours per week (Flexible/Compressed Work Week is available)

6. Background Checks/Reference Verification - Applicable to external applicants/non-LPS employees.
