Job summary

The City of Red Deer is actively recruiting a Development & Protective Services Financial Analyst for a 15-month full-time term. The position provides analytical, systems, business process and financial support across Planning, Inspections, Licensing & Parking, Land & Economic Development, Engineering, Municipal Police, Corporate Security and Emergency Services.

The ideal candidate will bring CPA and a university degree, five years of related experience, strong project management and policy

Qualifications

• CPA designation and university degree in business, accounting or project management.
• Five years’ progressively related experience in a sophisticated system environment.
• Experience in project management with multi-disciplinary teams.
• Experience developing and monitoring internal controls and risk analyses.
• Strong written and verbal communication, analytical and problem-solving skills.

Responsibilities

• Lead financial analysis, forecasting, budgeting, and KPI development.
• Prepare and monitor departmental budgets; conduct variance analysis.
• Provide strategic financial advice and business recommendations.
• Prepare management reports and present to senior management and Council.
• Ensure financial integrity and accounting compliance (GAAP, MGA, PSAS).
• Lead cross-departmental projects and process improvements.
• Develop internal controls and reconcile financial data.
• Develop policies, interpret legislation, and ensure compliance.
• Build stakeholder relationships and provide consultation.
• Coach, train, and support staff across departments.
