Job summary

The City of Toronto, CREM division, seeks a Change Management Consultant to lead change initiatives across a diverse civic property portfolio, providing client-focused consulting, research and implementation advice.

Reporting to the Director, you will support strategic initiatives, communications, and transformation efforts while balancing policy, budget, and stakeholder priorities in a dynamic municipal environment.

Qualifications

• Extensive experience in change management, stakeholder engagement, and client relationship management.
• Ability to balance organizational priorities with stakeholder expectations and risks.
• Strong analytical, communication, and facilitation skills for diverse audiences.

Responsibilities

• Develops and maintains change management plans, frameworks, and tools for divisional initiatives.
• Provides strategic advisory support to project teams, leaders, and stakeholders.
• Builds strong relationships with clients, tenants, partners, staff and senior leaders across a civic property portfolio.
• Develops engagement, communications, and readiness strategies to drive adoption of change initiatives.
• Coordinates activities, monitors progress, identifies risks, and recommends practical solutions.
• Researches policies, industry trends, costs, benefits, risks, and organizational impacts to inform decisions.
