Job summary

Scarborough Transit Connect (STC), a joint venture involving Aecon and FCC Canada, seeks a Sr. Subcontract Specialist to manage subcontracting, negotiate terms, and ensure compliance across the SSE-SRS package.

You will coordinate with subcontractors, engineers, and stakeholders to track progress and control costs on a major Toronto rail project. The role requires a strong background in contract administration, 6+ years in infrastructure, and expertise with SAP/SharePoint.

Qualifications

  • Post-secondary education in Engineering, Construction, Legal, Business Administration, or Supply Chain Management or equivalent.
  • Minimum 6 years of experience in contract administration and coordination; experience in rail transit projects or large-scale infrastructure is a strong asset.
  • Experience with cost reimbursable subcontracts and time and material subcontracts.
  • Experience preparing and issuing subcontracting documentation is required.
  • Strong awareness of construction law and Construction Act.
  • Strong business acumen.
  • Effective communication and negotiation skills, both verbal and written.
  • Advanced knowledge of Microsoft Office products.
  • Ability to conduct business ethically and act with discretion when handling sensitive information.

Responsibilities

  • Responsible for the performance and direction of all assigned subcontracts’ commercial and administrative work.
  • Collaborate with subcontractors to determine subcontract rates and resource lists.
  • Ensure subcontractors operate transparently regarding all rates and change requests.
  • Coordinate with staff on activities affecting contractual rights and obligations, subcontract performance, and administration.
  • Develop and update cost subcontract forecasts for input to Project Control.
  • Ensure subcontractors’ compliance with subcontract requirements.
  • Verify and negotiate variations, claims, and change issues with subcontractors.
  • Maintain records of change management and issue logs with summary reports.
  • Handle variation/rate changes and delay issues; ensure timely contractual correspondence.
  • Identify and track deliverables; maintain relationships with clients, stakeholders, and subcontractors.
  • Chair subcontractor kickoff and review meetings; work with engineering consultants to ensure commercial deliverables meet project requirements.

Job description

Position Title: Sr. Subcontract Specialist
Who We Are:

Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

As part of this project, we are currently looking for aSr. Subcontract Specialist to join our team.

What You Will Do:
  • Responsible for the performance and direction of all assigned subcontracts commercial and administrative work, maintaining continual review of progress and providing management with information regarding projected financial or contractual difficulties.
  • Collaborate with subcontractors to determine subcontract rates and resource lists.
  • Ensure subcontractors operate transparently regarding all rates and change requests.
  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other major matters.
  • Develop and update cost subcontract forecasts for input to Project Control.
  • Ensure subcontractors’ compliance with subcontract requirements.
  • Verify and negotiate variations, claims, and change issues with subcontractors.
  • Identify and implement record-keeping practices to validate potential change orders.
  • Maintain records of change management/issue logs and provide summary reports.
  • Handle variation/rate changes and delay issues.
  • Ensure timely and accurate contractual correspondence.
  • Identify and track deliverables.
  • Maintain excellent relationships with clients, stakeholders, and subcontractors.
  • Chair subcontractor kickoff meetings and review meetings, prepare and record meeting minutes.
  • Work with engineering consultants to ensure their commercial deliverables meet project requirements.
  • Administer requirements of contractor warranties, insurance, and bonds.
  • Administer closeout of subcontracts in coordination with related stakeholders.
  • Perform other duties as assigned, including but not limited to progress payment, payment coordination, schedule monitoring, claims administration, etc.
Experience You Will Bring:
  • Post-secondary education in Engineering, Construction, Legal, Business Administration, Supply Chain Management or a related field, or an equivalent combination of relevant technical training and experience.
  • Minimum 6 years of experience in contract administration and coordination; experience in rail transit projects or large-scale infrastructure (Hydro, Renewable Energy, Oil & Gas, Power, etc.) is a strong asset.
  • Experience with cost reimbursable subcontracts and time and material subcontracts.
  • Experience preparing and issuing subcontracting documentation is required.
  • Strong awareness of construction law and Construction Act.
  • Strong business acumen.
  • Effective communication and negotiation skills, both verbal and written.
  • Advanced knowledge of Microsoft Office products.
  • Ability to conduct business ethically and act with discretion when handling sensitive information.
  • Ability to work under pressure and multitask.
  • A dedicated team player with exceptional interpersonal skills.
  • Strong attention to detail.
  • Experience working with SAP and SharePoint is desired.
