This position will be working in office in Kelowna Tuesday and Wednesday each week, so applicants will need to be within daily commuting distance.

Salary Range

The salary range for this position is $90,770 (min) to $113,462 (midpoint) to $130,481 (max) per annum, based on 1.0 FTE. Interior Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

In accordance with the established vision and values of the organization, the Specialist, Health Information Exchange (Specialist) leads one or more multi‑disciplinary agile delivery teams to develop and deliver Clinical Document Exchange (CDX) enhancements and improvements that align with Interior Health’s (IH) goals and strategies for regional interoperability.

As an integral member of a regional multi‑disciplinary Digital Health team, the Specialist serves as the Health Information Exchange Product Owner with strong emphasis on business analysis, focusing on translating business value and needs through the tactical piece of product delivery by creating and managing the product backlog. This position also owns the epics, user stories, and iterations for the product to ensure program value is achieved. The role also provides coaching and mentorship to co‑workers, and coordination of work.

The Specialist guides a development team to maintain the product roadmap, serve as a subject matter expert to gather customer feedback, and to determine the paths to achieving product success. As a product owner focused on the development of CDX, the Specialist will have the opportunity to help lead the early market development of new offerings, drive holistic product vision, establish business performance metrics, and align Interior Health around game‑changing capabilities from business case creation to product launch.

Typical Duties And Responsibilities

• Provides health care determinations related to an agile development process, prioritization of all work throughout the life cycle including sprint planning, deployment, and post‑deployment support.
• Assesses business and program needs in order to arrive at the development of the product roadmap, thereafter creates Release Plans and/or the Product Backlog of all implemented work streams as well as maintenance of CDX.
• Facilitates consistent engagement from interested parties, and is the final arbiter of all inputs by refining customer requirements, defining acceptance criteria of the requirement feature and submitting the master epic.
• Coaches, empowers, and mentors members of the CDX Development team as needed in order to foster a team culture of high performance.
• Applies understanding of the broader health system, clinical workflows, processes, and decision support needs, as well as an understanding of clinical and other Digital Health systems use and capabilities.
• Works as a Product Owner until innovations are operationalized - managing the delivery of iterative upgrades through effective analysis of qualitative and quantitative user data.
• Create and manage product roadmaps, tracking progress, issues and managing risks.
• Influences partners to achieve consensus and commitment regarding product definition, direction and approach to delivery.
• Provides clinical informatics leadership when participating in system integration reviews and needs assessments for all CDX development; serves as a consulting resource to leadership, project teams, other members of the organization and peer health authorities regarding requirements for clinical information and electronic document distribution.
• Contemplates and conceptualizes future clinical requirements and how they might fit into clinical CDX functionality, constantly thinking about how to improve CDX to benefit other clinical systems.
• Considers and translates informatics elements such as clinical data sets, structured versus unstructured data, and human interface requirements for identifying integration gaps.
• Collaborates and coordinates with vendors, DH systems teams and clinical areas and is comfortable understanding clinical and DH domain processes, practices and language.
• Applies appropriate health informatics standards and enterprise models to enable system interoperability (e.g., terminology, data structure, system-to-system communication, privacy, security, safety).
• Demonstrates an understanding of architectural relationships between key health information technology components and best practices in enterprise architecture frameworks/perspectives.
• Builds strategic relationships within provincial and federal innovation partner networks. Including central agencies, the ministry of health, academic, broader public sector collaborators and with private sector suppliers.
• Performs activities and services of the such as assisting with recruitment, hiring, performance management, performance evaluations, growth and development of select personnel as required.
