Interior Health is looking for an experienced Manager, Health Information Management Systems to join our team on a permanent full-time basis.

This position offers a flexible work location from within the Interior Health region.

Salary Range

The salary range for this position is $108,147 (min) to $135,184 (midpoint) to $155,461(max) per annum, based on 1.0 FTE. Interior Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

About the job

In accordance with the established vision and values of the organization, the Manager is part of the Clinical Informatics Acute and Ambulatory Systems portfolio, which is responsible for clinical and health information systems throughout Interior Health in the health areas of acute and ambulatory care. As part of the Digital Health management and leadership team, the Manager will provide management, direction and leadership in clinical and health information systems utilization, enhancement implementations, clinical process reengineering, systems analysis and application support, training, project management and continuous quality improvement of applications. The Manager, Health Information Management Systems, provides advice and counsel to Interior Health senior management and Health Service Area leadership teams concerning the application of computer technology toward implementing standards-based clinical applications.

Typical duties and responsibilities
  • Recruits, hires, directs, organizes, evaluates and, when necessary, disciplines subordinate personnel; develops and implements appropriate staff development and retention plans. Determines appropriate staffing levels to provide adequate customer support.
  • Develops implements and monitors standards for service and performance; evaluates and effects changes as needed to improve services, simplify workflow, and assure compliance with regulatory requirements.
  • Works with Interior Health leadership teams to define operational and strategic information system needs, develop clinical information system project proposals, develop organizational priorities, and resolve complex and/or sensitive issues related to clinical information system activities.
  • Develops policies, standards and procedures including project planning, change management, issue management and quality assurance/improvement activities relating to the Health Information Management unit. This includes the review and implementation of new methodologies and operational services.
  • Develops tactical plans, goals, and objectives as they relate to clinical and health information systems which support the mission and goals for Interior Health. Promotes and communicates the vision and components of the Digital Health Strategic plan.
  • Develops operating and capital budgets for the Health Information Management unit and for clinical and health information systems projects.
  • Directs the activities of the Health Information Management unit. Provides leadership and coaching to team members.
  • Develops and fosters relationships with key internal and external partners (e.g., Interior Health leadership groups, other health authorities, provincial partners, suppliers).
  • Works with software vendors, and other external service providers, to negotiate contract terms and pricing, and resolve complex and/or sensitive service issues.
  • Contributes to the financial objectives of Interior Health by identifying cost saving measures, generating revenue, and operating within approved budgets.
  • Maintains reports and records, collects statistics and information on workload management, departmental activity, and quality improvements on a scheduled or requested basis.
  • Interprets and administers collective agreements covering all bargaining unit employees; investigates and responds to routine and confidential employee issues and participates in grievance investigation and response; attends third party hearings with the representative of the employer.
  • In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
  • Performs other related duties as assigned.

Qualfications
Education, Training, and Experience
  • Baccalaureate degree in Computer Science, Health Information Sciences or Business Administration.
  • Minimum of seven years of information systems and managerial experience in a complex business environment (preferably healthcare) including responsibility for strategic planning, development, project management and business systems analysis.
  • Or an equivalent combination of experience and post‑secondary education.
