Job summary

Softline Technology Inc. seeks a Senior Solution Designer for the Ontario MECP project to lead the design of a Registration and Permit Management System.

You will define end-to-end solution architecture across Dynamics CRM, MuleSoft, and a Java/React portal, ensuring secure, scalable workflows for public users and Ministry staff. Qualifications

• Ten years+ of experience in design, development, implementation and maintenance of large complex CRM systems (Siebel/Curam/Dynamics or similar).
• 10 years of experience in J2EE integration with CRM systems or similar.
• Experience delivering business architecture and systems analysis.
• Understanding of J2EE architecture.
• Hands-on experience with n-tier web apps, Unix, scripting, Javascript, XML/XSD, XSL, HTML5 and SCM tools.

Description

The Ontario Ministry of Environment, Conservation and Parks (MECP) Species at Risk Branch (SARB) is responsible for the administration and issuance of Registrations under the new Species Conservation Act (SCA), 2025.

The Senior Solution Designer will provide senior-level technical leadership, solution architecture, and design guidance for the development and implementation of a modern online Registration and Permit Management System supporting both external/public users and internal Ministry staff.

The solution consists of:

• Microsoft Dynamics CRM as the back-office platform supporting Ministry staff and Registration/Permit business processes.
• MuleSoft as the middleware and integration layer between the back-office solution and external-facing applications and services.
• Java/React as the technology stack for the public-facing online portal.

The Senior Solution Designer will be responsible for defining and maintaining the end-to-end solution design, with particular emphasis on Registration and Permit workflows, integration between the public portal and Microsoft Dynamics CRM through MuleSoft, application architecture, data flows, security, performance, scalability, and alignment with enterprise architecture and technology standards.

The position will work closely with business stakeholders, architects, developers, business analysts, product/project management, cybersecurity, infrastructure, testing, and vendor teams throughout the solution delivery lifecycle.

This position is listed as “Onsite”; the resource is expected to work onsite between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.

Experience Requirements

Core Skills and Experience – 40 %

• At least 10 years of experience in design, development, implementation and maintenance of large complex Oracle Siebel, IBM Curam, Dynamics or other COTS CRM systems.
• At least 10 years of experience in J2EE integration with other systems such as Oracle Siebel, IBM Curam, or other COTS systems.
• Demonstrated experience and knowledge in delivering business architecture, and business and system analysis
• Demonstrated experience in and understanding of J2EE architecture

Technical Skills and Experience – 35%

• Must have hands-on experience with n-tier web-based applications, Unix, Shell Scripting, Ant script, Javascript, XML/XSD, XSL, HTML5 and source code management tools like Subversion or CVS.
• Execute tasks on XSLT/XQuery/XPATH and transformation capabilities, hands on experience with Oxygen XSLT IDE or any XSLT IDE for creating and debugging XSL
• Experience designing detailed functional and technical requirements for new and existing business solutions.
• Working knowledge in analyzing and designing changes to existing web-based software solutions
• Working knowledge of SDLC methodologies such as Agile development
