Major Responsibilities:

Implements detailed plans and recommends policies/procedures regarding program specific requirements.

Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

Provides input into and administers assigned budget, ensuring expenditures are controlled within approved budget limitations.

Leads, facilitates, and contributes to the design, creation, development and sustainment of corporate standards for the division, including project management, data warehousing architecture, data modeling, metadata, change management, and application development and migration.

Responsible to senior management within the division, business, and technical stakeholders for all aspects of assigned projects, including project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, and quality review/best practices.

Provides project budget and financial management such as sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.

Prepares and/or supervises the preparation of contractual documents such as RFI/P/Q, SOW, MOU, and SLA.

Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in solution delivery.

Identifies and develops divisional/cross-divisional initiatives for synergies and economies of scale.

Negotiates with senior management, clients, and stakeholders with conflicting goals and priorities.

Provides assessments and recommendations on new technology trends in full stack software development, including frameworks, libraries, and tools to improve efficiency, scalability, and maintainability.

Analyzes current business processes, prepares feasibility studies, and recommends technical solutions to maximize infrastructure and integrate systems.

Recommends and implements security, privacy, and quality assurance standards, ensuring compliance with data requirements, especially in full stack applications.

Establishes project management structures across government levels, such as the Provincial Offence Act and Social Housing initiatives.

Assesses technical solutions for scalable multi-jurisdictional applications, aligning with architecture principles and standards.

Informs and educates stakeholders on technology trends and solutions.

Key Qualifications:
  • Experience in Java and Spring Boot, including microservices, REST APIs, and enterprise applications, ensuring seamless front-end/back-end integration.
  • Experience with Apache NiFi or similar tools for data ingestion, ETL, and real-time streaming, with integration capabilities for front-end and back-end systems.
  • Experience deploying cloud-native applications on Red Hat OpenShift, with understanding of containerization and deployment pipelines for UI and APIs.
  • Experience creating and managing CI/CD pipelines with Jenkins, GitLab CI, etc., to automate development and deployment.
  • Experience with cloud platforms like AWS, Google Cloud, or Azure, managing containerized applications and serverless computing.
  • Leadership experience in cross-functional teams, from requirements to deployment, ensuring collaboration between UI/UX and backend teams.
  • Experience with Apache Lucene.
  • Understanding of UI/UX principles to develop intuitive and accessible interfaces.
  • Strong communication skills for coordination between technical teams and stakeholders.
  • Experience with Agile methodologies like Scrum or Kanban.
