Major Responsibilities
- Implement detailed plans and recommend policies/procedures regarding program specific requirements.
- Supervise, motivate, and train staff, ensuring effective teamwork, high-quality work, continuous learning, and innovation.
- Oversee daily operations of staff, including scheduling, work review, vacation/overtime approval, performance evaluation, and disciplinary actions.
- Manage assigned budget, controlling expenditures within approved limits.
- Lead the design, creation, and maintenance of division standards, including project management, data warehousing, data modeling, and application development.
- Report to senior management on project scope, schedule, budget, risks, issues, changes, resources, and quality.
- Handle project budgets, including requests, negotiations, leasing, business cases, and cost/benefit analyses.
- Prepare contractual documents such as RFI/P/Q, SOW, MOU, and SLA.
- Lead evaluation and selection of technical solutions and manage vendors and contractors.
- Identify and develop divisional initiatives for efficiency and economies of scale.
- Negotiate with stakeholders with conflicting goals and priorities.
- Assess and recommend new technology trends for city use.
- Analyze business processes, prepare feasibility studies, and recommend technical solutions.
- Implement security, privacy, and quality standards in compliance with relevant legislation and policies.
- Establish and sustain project management structures across government levels.
- Develop scalable solutions meeting client needs within standards and policies.
- Educate stakeholders on technology trends and effective solutions.
Key Qualifications
- Post-secondary education in computer science or equivalent experience.
- Significant experience with SAP data platform integration, including SAP Datasphere and cloud technologies.
- Experience with AWS Cloud services such as Glue, S3, Athena, RDS, Redshift, and networking.
- Expertise in data integration, ETL, and pipeline development.
- Experience with on-premise and cloud data exchange connections.
- Skills in troubleshooting data issues, performance, and accuracy.
- Knowledge of secure data practices, encryption, and masking techniques.
- Understanding of data warehousing and familiarity with tools like MS Fabric, Data Factory, PowerBI.
- Knowledge of data and AI strategies, BI best practices, and cloud architectures.
- Strong communication skills, both written and oral.
- Customer service orientation and stakeholder relationship skills.
- Leadership, problem-solving, facilitation, and interpersonal skills.
- Ability to work independently and collaboratively in a team.
- Effective time management and multitasking abilities.
- Capability to develop standards, techniques, and specifications.
