Major Responsibilities
  1. Implement detailed plans and recommend policies/procedures regarding program specific requirements.
  2. Supervise, motivate, and train staff, ensuring effective teamwork, high-quality work, continuous learning, and innovation.
  3. Oversee daily operations of staff, including scheduling, work review, vacation/overtime approval, performance evaluation, and disciplinary actions.
  4. Manage assigned budget, controlling expenditures within approved limits.
  5. Lead the design, creation, and maintenance of division standards, including project management, data warehousing, data modeling, and application development.
  6. Report to senior management on project scope, schedule, budget, risks, issues, changes, resources, and quality.
  7. Handle project budgets, including requests, negotiations, leasing, business cases, and cost/benefit analyses.
  8. Prepare contractual documents such as RFI/P/Q, SOW, MOU, and SLA.
  9. Lead evaluation and selection of technical solutions and manage vendors and contractors.
  10. Identify and develop divisional initiatives for efficiency and economies of scale.
  11. Negotiate with stakeholders with conflicting goals and priorities.
  12. Assess and recommend new technology trends for city use.
  13. Analyze business processes, prepare feasibility studies, and recommend technical solutions.
  14. Implement security, privacy, and quality standards in compliance with relevant legislation and policies.
  15. Establish and sustain project management structures across government levels.
  16. Develop scalable solutions meeting client needs within standards and policies.
  17. Educate stakeholders on technology trends and effective solutions.
Key Qualifications
  • Post-secondary education in computer science or equivalent experience.
  • Significant experience with SAP data platform integration, including SAP Datasphere and cloud technologies.
  • Experience with AWS Cloud services such as Glue, S3, Athena, RDS, Redshift, and networking.
  • Expertise in data integration, ETL, and pipeline development.
  • Experience with on-premise and cloud data exchange connections.
  • Skills in troubleshooting data issues, performance, and accuracy.
  • Knowledge of secure data practices, encryption, and masking techniques.
  • Understanding of data warehousing and familiarity with tools like MS Fabric, Data Factory, PowerBI.
  • Knowledge of data and AI strategies, BI best practices, and cloud architectures.
  • Strong communication skills, both written and oral.
  • Customer service orientation and stakeholder relationship skills.
  • Leadership, problem-solving, facilitation, and interpersonal skills.
  • Ability to work independently and collaboratively in a team.
  • Effective time management and multitasking abilities.
  • Capability to develop standards, techniques, and specifications.
  • Flexibility to work hours including evenings and weekends.
  • Availability to support production systems on call.
