About the job
As a Senior Systems Analyst & Test Lead, you will:
- lead the end-to-end delivery of IT solutions by coordinating project planning, systems analysis, design, development, testing, and implementation in alignment with business goals and Ministry IT strategies
- provide consulting and technical leadership in systems analysis, business process evaluation, and solution design across multi-platform environments
- oversee and execute comprehensive testing strategies, including unit, system, user acceptance, performance, and accessibility testing, ensuring quality and compliance throughout
- guide and mentor technical teams, manage vendor relationships, and contribute to the development of technical standards, procedures, and service level agreements
- deliver advanced client support and change management services, including Tier 3 incident resolution, training, and communication of technical risks and solutions
- participate in cross-functional committees and working groups, contributing to strategic planning, innovation, and continuous improvement in IT service delivery
Systems Analysis and Design Knowledge
- a thorough understanding of systems design principles, development methodologies, and lifecycle management
- proficiency in analyzing client business needs and translating them into technical requirements and system specifications
- familiarity with multi-platform environments, including operating systems, networks, databases, and application software
- knowledge of programming concepts, data modeling, and information architecture
Technical Knowledge
- the ability to learn and understand Ministry of the Solicitor General (SOLGEN) Corrections services and their impact on public safety
- the ability to learn and understand SOLGEN Corrections applications and integrations, including Offender Tracking Information System (OTIS), Youth Offender Tracking Information System (YOTIS), Incident Report Management System (IRM) and Integrated Scheduling for Justice Video Network (JVN)
- the ability to learn and support ministry business applications, including tools such as Case Compliance Review Tool (CCRT) and Youth Risk Needs Assessment (YRNA)
Project and Service Management
- an understanding of project planning, costing, risk assessment, and resource management
- knowledge of Information Technology Infrastructure Library (ITIL) frameworks, incident/problem resolution tools and change management processes
- an understanding of Request for Proposal (RFP)/tendering processes, contract management, and service level agreements (SLAs)
- the ability to learn and understand IT strategies and government-wide policies (e.g., FIPPA) to ensure compliance and alignment
- the ability to coordinate and prioritize tasks, resolve conflicts, and maintain morale
Leadership, Stakeholder Engagement, Communication and Team Collaboration
- the ability to lead cross-functional teams and fostering high-performance collaboration
- strong interpersonal skills to build client relationships, manage expectations, and support change management
- oral and written communication skills to convey technical information to non-technical audiences
- the ability to lead discussions, present recommendations, and document technical processes clearly
- customer service techniques for Tier 3 support and user education
- skills in mentoring, coaching, and providing technical guidance to team members
- the ability to demonstrate initiative and adaptability to work independently or within a team environment
Testing Leadership and Quality Assurance
- expertise in industry-standard testing methods and tools (unit, integration, system, UAT, performance, AODA compliance)
- the ability to develop and execute detailed test plans, test cases, and documentation
- an understanding of debugging techniques and tools to identify and resolve software/hardware issues
- familiarity with quality control standards and performance criteria for IT systems
