Job summary

Ontario Public Service is seeking a Scientific Systems Developer to provide analysis, programming, testing and technical support for laboratory management information systems at the Centre of Forensic Sciences.

The role requires deep knowledge of forensic lab IT, API design, DevOps and cloud infrastructure, with emphasis on accuracy, collaboration and documentation. Two job terms are available: permanent and temporary up to six months, with salary listed per OPS guidelines.

About Us

The Public Safety Division provides strategic leadership to the ministry on matters impacting public safety and the well‑being of Ontario communities. It is done through the operation of the External Relations Branch, Criminal Intelligence Services Ontario, the Private Security and Investigative Service Branch and the Centre of Forensic Sciences.

Ontario's Centre of Forensic Sciences (CFS) conducts scientific investigations in cases involving injury or death for crimes against persons or property. We are dedicated to the safety of Ontario's communities and to supporting justice by providing timely and high-quality forensic science services. We will drive innovation across the organization and deliver forensic science services that anticipate the needs of public safety. Highly specialized forensic examination and analysis are conducted in Biology, Chemistry, Firearms and Toolkits, and Documents and Toxicology.

About the job

As a Scientific Systems Developer, you will:

• provide scientific and systems analysis, programming, scientific systems testing and technical support in the development and implementation of new and revised laboratory management information systems
• design and develop programming tasks using various industry standard programming languages and operating systems
• perform unit, system, and user acceptance testing tasks
• review Scientific systems and software requirements documents
• provide technical expertise in complex scientific systems analysis and design processes

What you bring to the team

Technical Knowledge and Skills

You have knowledge of:

• forensic lab standard systems development life cycles, scientific methodologies, and techniques
• approaches, tools, techniques for recognizing, anticipating, and resolving laboratory, operational, and process problems
• Open Source community development processes and tools with focus on modern programming languages, DevOps tools, databases, IOT, analytics, AI, and cloud infrastructure
• theory and principles of scientific systems analysis, design and development, database management systems and related methods, techniques, practices, and standards
• object-oriented design and development skills, understanding of Web Services protocols and API design for extensibility and portability
• server, personal computers, electronic service delivery, internet/intranet computer system technologies such as operating systems, application software and network, Enterprise Content Management Solutions, and emerging technologies
• the design, development, implementation, and scenario testing for code base

Analytical and Problem-Solving Skills

You have:

• analytical, mathematical aptitude and proven problem-solving skills
• the ability to assess scientific and laboratory information and systems needs and assist in the development of IT solutions
• accuracy, attention to detail and an understanding of latest developments in forensic community
• the ability to evaluate design alternatives, assist in the development of recommendations on systems and technology approach, appropriate hardware and software configuration, development standards, and costs
• development and application programming skills to deliver computer applications, information management concepts, and enterprise content management technologies

Communication and Interpersonal Skills

You can:

• collaborate across sections and with clients
• provide practical and technical input to innovate Scientific systems, application design, and development
• explain analysis and recommendations
• document technical design specifications and prepare systems documentation and manual reports
