If so, consider this exciting opportunity to serve as a Senior Risk Consultant within the Treasury Board Secretariat, Office of the Chief Risk Officer (OCRO)!

The Office of the Chief Risk Officer (OCRO) plays a crucial role in overseeing the Enterprise Risk Management (ERM) process across ministries and providing enterprise risk leadership, advice, and guidance to support the achievement of government objectives. As a key member of the team, Senior Risk Consultants have the unique opportunity to engage and collaborate with ministry partners and stakeholders to lead and deliver a dynamic range of advisory activities, drive strategic risk discussions, enhance ERM maturity, and empower ministries to successfully apply risk management practices and processes to deliver effective programs and services.

About the job

As an integral part of the Office of the Chief Risk Officer, you will:

• lead cross-functional projects with ministries and stakeholders, applying risk, project, and data management practices to achieve results
• design and enhance ERM processes, tools, and resources, while supporting implementation, change management, and training
• analyze and interpret risk information, trends, and environmental scans to develop data-driven insights, tools, and risk products for senior leaders
• support enterprise risk governance by synthesizing risk information and contributing to decision-making across the OPS
• facilitate risk discussions, promote best practices, and strengthen risk management capacity through knowledge sharing and collaboration
• build strong stakeholder relationships and lead engagement and communications strategies to drive alignment, buy-in, and adoption
• utilize the ERM Digital Solution/GRC platform and assist ministry stakeholders by providing user support, guidance, and training as needed

What you bring to the team

Specialized knowledge

You have knowledge of:

• Enterprise Risk Management (ERM) and risk management principles, practices, and frameworks, gained through education, training, and/or professional experience
• risk assessment, performance management, and reporting principles, with the ability to analyze information and provide strategic advice and recommendations
• governance, decision-making, and accountability processes within large organizations
• policy development, program delivery, business planning, and financial planning processes, and how risk management supports organizational objectives
• ERM/Governance, Risk, and Compliance (GRC) technology solutions usage, administration, and support

Communication and stakeholder engagement

• explain complex financial and risk topics in plain language, providing clear options, recommendations and credible advice on risk identification, assessment, response, monitoring and reporting
• build cooperative relationships, using a proactive, solutions-focused mindset to help navigate ambiguity and move complex work forward with consensus
• brief senior leaders and decision-makers with presentations that are focused, evidence-based, and actionable
• represent the branch/division with other ministries, partners and multiple stakeholders to coordinate activities using political acuity, diplomacy and an inclusive lens that recognizes diverse perspectives, needs and approaches

Data analysis and visualization

• analyze complex risk, performance, and business data to identify trends, patterns, and root causes
• create clear data visualizations, dashboards, and reports that make complex information accessible to diverse audiences
• use Power BI, Power Query, or similar analytics tools to collect, analyze, and present data-driven insights
• communicate findings effectively through briefings, reports, and recommendations that support decision-making
• apply data management and governance principles to maintain data quality, consistency, and reliable documentation

Project management and strategic leadership

• lead transformational projects in cross-functional environments, applying project and risk management practices
• manage complex initiatives with multiple stakeholders, competing priorities, and tight deadlines
• develop and implement stakeholder engagement, communications, education, and change management plans
• demonstrate the ability to be self-directed, establish priorities, and meet challenging deadlines in a fast-paced and demanding environment
• develop and implement strong project governance, processes, procedures and documentation
