Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead the full lifecycle of high-quality proposals across water resources, dams, and civil infrastructure. You will partner with business development, operations, and executives to craft compliant, compelling submissions.

The role emphasizes strategic thinking, rigorous project management, and a collaborative, multi-disciplinary approach to win work in federal, state, and municipal pursuits.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or a related field.
• 8+ years of proposal management experience within the AEC industry.
• Experience managing complex engineering proposals from kickoff through final submission.
• Experience supporting water resources, civil engineering, environmental, infrastructure, construction, or related disciplines.
• Experience with federal proposal development, including SF330 qualifications.
• Experience with alternative delivery pursuits (Design-Build, CM/GC, etc.).
• Strong MS Office skills (Word, PowerPoint, Excel, Outlook, Teams).
• Experience with Cosential/Unanet or similar CRM.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related marketing collateral.
• Manage multiple pursuits with schedules, deadlines, and quality standards.
• Facilitate kickoff meetings, establish schedules, assign responsibilities, and drive accountability.
• Collaborate with business development, operations, technical staff, and leadership to craft winning strategies.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and regulations.
• Coordinate content from internal teams and partners; manage assets in Cosential/Unanet.
• Edit, proofread, and format technical content for clarity and consistency.
• Develop visually compelling layouts and PowerPoint presentations with brand consistency.
• Support interview prep with presentation development and rehearsal logistics.
• Identify opportunities to improve proposal workflows through technology and AI.
