The Senior Project Procurement Specialist is accountable for supporting key aspects of the Procurement lifecycle, with specific focus on the modernization of facilities required for the future production of the River Class Destroyer program. The individual will work closely and collaboratively with the Infrastructure Project Team.
Qualifications
- Knowledge – education, certificates, licenses, registration, and knowledge required
- Bachelor’s Degree in related discipline (e.g., Business, Supply Chain, Law, Engineering) or equivalent professional experience.
- Professional knowledge of complex contracting, preferably in construction or manufacturing environments.
- Supply Chain accreditation such as SCMP, MCIPS, or ISM is considered an asset.
- Technical Skills – required skills to apply knowledge
- 5+ years in Supply Chain/Contract Management.
Responsibilities
- Project Procurement / Contracting activities including:
- Development and implementation of infrastructure engineering and construction sourcing strategies for complex project scopes.
- Analysis of market/supply conditions (e.g., availability, pricing, lead-times, capacity).
- Identifying commercial/contractual approaches to achieve project objectives and development of contracting plans.
- Support development of Procurement / Contracting plan.
- Pre-contract award activities including:
- Development and recommendation of contracting strategies.
- Supplier sourcing and qualification activities.
- Managing the competitive proposal process – RFX.
- Proposal evaluations and supplier selection.
- Analyzing scope of supply and customer contract agreements, conducting risk analyses, and preparing for negotiations with suppliers.
- Preparing and securing approval of the award recommendation.
- Post-contract award contract management including:
- Execution of Procurement / Contracting plan.
- Coordinating with suppliers and sub-contractors during clarification sessions and kick-off meetings.
- Leading procurement activities, negotiations, and contract administration.
- Managing supplier performance, including quality, cost, and delivery.
- Risk identification and management within the contract portfolio.
- Monitoring contract milestones with suppliers and sub-contractors.
- Ensuring compliance with all company contracting and procure-to-pay policies and procedures.
- Liaising between the client, supplier, and company regarding project schedules, work progress, budgets, procedures, QA, and shipping plans.
