Job Description

As a Senior Procurement Specialist, you will be accountable for full lifecycle procurement activities for a portfolio of high/critical complexity procurement packages for the Canadian Surface Combatant (CSC) program, including systems, equipment, and materials. The Senior Procurement Specialist performs research and analysis to develop comprehensive sourcing strategies, engages stakeholders to ensure progress and schedule adherence, conducts supplier engagement activities, executes pre-qualification processes to onboard suppliers, develops and executes RFI/RFP, leads supplier negotiations, prepares contracts and briefing papers, manages procurement activities, and oversees post-award contract activities such as reviewing deliverables, monitoring supplier performance, and managing relationships.

Responsibilities

1. Perform research and analysis to develop optimal sourcing strategies for the assigned portfolio.
2. Manage stakeholder engagement to provide accurate and timely advice supporting project progress and schedule adherence.
3. Conduct full lifecycle supplier management, including pre-qualification, engagement, negotiations, and performance management to ensure on-time delivery and schedule adherence.
4. Develop and implement Requests for Information and Requests for Proposal, managing sourcing events to meet cost and schedule targets.
5. Manage contract lifecycle activities, including preparation, negotiations, and post-award administration.
6. Handle Purchase Order management, including invoice review and attestation to ensure first-time match invoicing.

Qualifications

• Post-secondary education in a relevant discipline preferred.
• Extensive end-to-end procurement knowledge gained through significant experience.
• Minimum of 7 years of experience in Shipbuilding, Aerospace/Defense, Heavy Manufacturing, or Construction industries.
• Ability to analyze and synthesize large amounts of information with high attention to detail.
• Proficiency with MS Office suite.
