Job Description:

General Skills:

  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements to create and maintain detailed project schedules and/or integrated plans.
  • Monitors and forecasts project costs, providing reports to ensure targets are met.
  • Develops and manages project schedules, deliverables, and scope.
  • Promotes I&IT project management best practices and adherence to standard methodologies.
  • Directs project teams to ensure timely delivery of project deliverables in compliance with government and ministry standards.
  • Coordinates and monitors project processes, developing and communicating guidelines and procedures.
  • Sources, selects, and on-boards team members across disciplines, clarifying roles and setting performance expectations for both unionized government employees and fee-for-service consultants.
  • Resolves resourcing and interpersonal conflicts, negotiates resourcing changes, and shares knowledge among team members to meet project objectives and deliverables.
  • Manages large project budgets with high fiscal control and accountability, including estimates, forecasts, and reconciliations.
  • Identifies potential risks proactively and develops mitigation strategies.
  • Communicates issues and risks at senior levels, recommending mitigation strategies.
  • Establishes and participates in steering committees and stakeholder forums.
  • Provides project, program, and portfolio reports to senior stakeholders.
  • Implements strategies to overcome resistance to change and leverages support during all project phases.
  • Promotes government I&IT standards and best practices for project management to ensure quality and resource control.

Desirable Skills:

  • Experience leading projects involving Esri-based geospatial solutions, including ArcGIS Portal, ArcGIS Online, ArcGIS Server, and GIS infrastructure.
  • Experience with integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, midrange servers, enterprise storage, and PC systems.
  • Knowledge of PMI's Project Management Body of Knowledge.
  • Understanding of Information Management principles, policies, and practices.
  • Ability to recommend software, hardware, and technology resources.
  • Experience managing project monitoring, troubleshooting issues, and ensuring project effectiveness.
  • Ability to resolve conflicts between project and functional areas.
  • Experience managing client relationships and managing expectations.

Experience and Skill Set Requirements:

Project Management Experience:
  • Formal project management training.
  • Experience leading large, complex projects.
  • Experience issue and risk management, timeline setting, tracking, and reporting.
  • Leading multidisciplinary projects involving IT, industry, and business clients.
Communication Experience - 30%:
  • Conflict resolution.
  • Communicating technical concepts to diverse audiences.
  • Negotiating project directions to achieve consensus.
  • Coordinating Business Analysts and stakeholder engagement.
Technical Experience - 20%:
  • Leading GIS (Esri) based projects, e.g., ArcGIS Portal and/or ArcGIS Online.
  • Leading IT infrastructure modernization and maintenance projects.
  • Experience with Microsoft Azure infrastructure.
IT Public Sector Experience - 5%:
  • Leading projects within the client I&IT Cluster.
