To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.

A Senior Project Manager is needed to oversee three projects within the Geospatial Ontario IT Program.

  • GIS Delivery Platform Planned Maintenance FY24-25 (22.6% allocation or 44 days of effort)
  • This is an annually reoccurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, Portal for ArcGIS implementation, Geocortex to VertiGIS migration, Cyber Security analysis / mitigations, and platform architecture review / documentation.
  • GIS Delivery Platform Modernization FY24-25 (46.2% allocation or 90 days of effort)
  • This is a GIS infrastructure modernization project focused on implementing modern platform monitoring, analytics, and reporting middleware.
  • GIS Delivery Platform Planned Maintenance 25-27 (31.3% allocation or 61 days of effort)
  • This is a bi-annually reoccurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, FME, ArcGIS Server, Oracle, etc. upgrades.
  • The GIS Delivery Platform (GDP) is a comprehensive suite of interconnected GIS related infrastructure. It includes the hardware, software, and networking components required to deliver corporate applications, web services, data, and geomatics tools.
  • As of June, 2024, LIO, or Land Information Ontario, is now known as GEO, or Geospatial Ontario.
  • All Geospatial Ontario IT Program projects are composed of both IT Source Fee-For-Service and Full Time Employee resources.
  • Projects will maintain independent, as well as, Program, and Corporate level governance.

General Skills :

  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements in order to create and maintain a detailed project schedule and / or integrated plan.
  • Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
  • Experience developing and managing project schedules, deliverables, and scope
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project processes, and developing / communicating guidelines and procedures
  • Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task / deliverable / performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
  • Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation / confirmation of actuals.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Establishes and participates in steering committee and stakeholder forums
  • Provides, project, program, and / or portfolio reporting to multi-stakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
  • Experience leading projects involving Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance, services, applications, databases, monitoring, and tools.
  • Experience leading projects involving integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, midrange server, enterprise storage, and personal computer system technologies.
  • Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources
  • Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
  • Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
  • Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

Experience and Skill Set Requirements

Project Management Experience - 45

  • Formal Project Management training
  • Experience leading large, technically complex projects
  • Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress
  • Experience leading multi-disciplinary projects with IT groups, industry, and business clients

Communication Experience - 30

  • Experience resolving conflict
  • Experience communicating technical concepts to lay audiences
  • Experience negotiating project direction to achieve consensus
  • Experience coordinating Business Analysts and stakeholder engagement

Technical Experience - 20

  • Experience leading GIS (Esri) based projects e.g, ArcGIS Portal and / or ArcGIS Online
  • Experience leading IT Infrastructure modernization and maintenance focused projects
  • Experience with Microsoft Azure infrastructure

IT Public Sector Experience - 5

  • Experience leading projects in the Land and Resources I&IT Cluster (LRC)
  • Experience overseeing Digital First Assessments, Cyber Security, Architecture reviews and other corporate reviews from within the Ontario Government
  • Experience coordinating the design and implementation of new IT solutions within the Ontario Government.

Must Haves :

  • Experience leading projects involving Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance, services, applications, databases, monitoring, and tools.
