Job description

Are you an experienced Project Manager / Leader to lead multiple GIS and IT infrastructure modernization projects within a hybrid work environment based out of Peterborough (or optionally Toronto), Ontario, an opportunity exists for you. This contract role of 9 months will manage the full project lifecycle for three key initiatives involving Esri-based geospatial technologies, ArcGIS platforms, and Microsoft Azure infrastructure modernization. The role is ideal for candidates who can blend technical insight with strong leadership, planning, and stakeholder engagement capabilities.

The position requires 3 days onsite and 2 days remote, with a possible contract extension.

Responsibilities

  • Lead three concurrent GIS infrastructure projects including modernization, maintenance, and platform upgrades
  • Develop project schedules, resource plans, budgets, risk assessments, and deliverable trackers
  • Coordinate and manage cross-functional teams including full-time staff and consultants
  • Oversee software patching, middleware upgrades, cyber security initiatives, and platform analytics implementations
  • Facilitate stakeholder meetings, status reporting, and governance activities
  • Maintain program-level and project-level documentation and compliance
  • Manage vendor relations, contract deliverables, and external dependencies
  • Ensure alignment with IT best practices, accessibility standards, and architecture principles
  • Monitor costs, forecast resource allocations, and ensure fiscal accountability
  • Identify, analyze, and mitigate risks proactively
  • Promote change management and adoption of new technologies and practices

Qualifications

Must Have :

  • 5+ years’ experience leading complex, large-scale IT projects
  • Experience with Esri-based GIS solutions including :
  • ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server
  • Geospatial infrastructure, middleware, and service delivery platforms

Experience leading projects involving :

  • Oracle Spatial
  • Enterprise storage, networking, and midrange servers

Proven record in :

  • Budget development and management
  • Team leadership and conflict resolution
  • Project governance, reporting, and communication with executive stakeholders
  • Strong knowledge of project scheduling tools and documentation standards
  • Ability to manage change in a dynamic, multi-stakeholder environment
  • Familiarity with Digital Assessments, Cybersecurity, and Architecture review processes

Nice to Have :

  • PMP certification or formal training in PMI’s Project Management Body of Knowledge
  • Experience leading projects within a structured cluster or agency setting
  • Understanding of the Accessibility for Ontarians with Disabilities Act (AODA)
  • Familiarity with IT modernization principles and “Digital First” approaches
  • Previous experience coordinating with government IT oversight bodies
