The Management Infrastructure Unit provides project management, construction site management, stakeholder engagement, technical support, and coordination with internal City divisions and external agencies. The program focuses on storm water management, including rehabilitation of streams and infrastructure such as outfalls, ponds, and green infrastructure. Projects are initiated based on Environmental Assessment studies, repair priorities, and Council initiatives to mitigate flooding, improve water quality, and prevent erosion.
The Senior Project Manager will work within a team overseeing study, design, and construction activities, liaising with City divisions, stakeholders, and the public as needed.
- Develops, reviews, and implements work plans, policies, and criteria for the program.
- Leads and participates in technical working groups and stakeholder engagement, involving City divisions, agencies, community groups, industry, educational institutions, and government levels to gather feedback on green infrastructure projects.
- Manages studies, design activities, permits, and compliance, ensuring high-quality teamwork and communication.
- Oversees construction activities, including site administration, inspections, change management, and risk mitigation.
- Conducts investigations and research, considering developments in the field, policies, legislation, and initiatives.
- Maintains current knowledge of stream rehabilitation and stormwater management practices, including Low Impact Development, and monitors regulatory changes.
- Improves procedures and protocols in collaboration with City divisions, adhering to policies and guidelines.
- Controls project expenditures within budgets and participates in budget preparation.
- Handles complex cost-sharing arrangements and leads multidisciplinary project teams through various project phases.
- Provides technical advice and expertise to support the department.
- Modifies guides, devises new approaches, and applies existing criteria innovatively.
- Evaluates and provides recommendations on contract issues, compliance, and safety.
- Represents the division at meetings with the public, stakeholders, councillors, and external agencies, addressing issues and liaising with City officials.
- Prepares reports, proposals, tender documents, evaluations, and contract awards.
- Reviews and approves contract payments and ensures quality control.
- Secures permits and maintains relationships with various stakeholders for facility and equipment design and improvements.
- Analyzes continuous improvement measures and reviews new technologies for service enhancement.
- Maintains operational records and produces reports and statements.
- Performs site inspections, audits, and technical investigations.
- Participates in studies, surveys, and research for solving complex engineering problems.
Key Qualifications
- Post-secondary degree in civil, environmental, water resources, or fluvial geomorphology, or equivalent experience.
- Extensive project management experience from inception through construction, especially in stream rehabilitation.
- Experience with hydrologic and hydraulic modeling.
- Construction management experience related to flooding and erosion mitigation, including scope change management, risk mitigation, and contract administration.
- Valid Ontario Class G Driver’s License and access to a vehicle.
- Ability to communicate effectively with diverse audiences and exercise tact and diplomacy.
- Knowledge of relevant legislation, including Occupational Health and Safety Act, Environmental Acts, and Fisheries Act.
- Ability to interpret engineering plans, reports, and specifications.
- Strong organizational and multitasking skills to meet deadlines.
- Excellent interpersonal, client service, and teamwork skills.
- Ability to collaborate with various stakeholders and support Equity, Diversity, and Inclusion values.
