Service Alberta and Red Tape Reduction (SARTR) is the government’s solution provider and supports significant events in Albertans’ lives, like having a child, getting married, mourning the loss of a loved one, getting a driver’s license, or buying a home.

Our ministry is responsible for protecting consumers in an increasingly complex economic environment; overseeing registry activities, like vehicle, business and land registrations; managing alcohol, cannabis and gaming stakeholder relationships and policy frameworks; and cutting red tape by one-third to reduce costs, speed up approvals, and make life easier for hard-working Albertans and businesses.

The iGaming team supports the Regulatory Transformation and Gaming, Liquor and Cannabis Policy Division in SARTR through the design and development of legislative and strategic policy frameworks supporting Alberta's online gambling strategy.

The team ensures legislation and policy align with ministry and government priorities. This policy development work impacts multiple ministries, stakeholders and Albertans, with broad social and economic outcomes.

Reporting to the Manager, Strategic Policy and Social Responsibility you will take a lead role in defining issues and developing creative, strategic policy solutions to support the development and implementation of Alberta’s new iGaming strategy, including developing policies related to revenue, social responsibility, and consumer protection. You will also support the Cabinet and legislative process by leading the drafting of Cabinet reports and briefing materials related to iGaming.

Main responsibilities include, but are not limited to:

• Carrying out major policy and planning projects including the review, evaluation and implementation of complex policies related to online gambling.
• Taking a lead role in writing, reviewing, and preparing policy, legislation / regulation, correspondence and appointment packages.
• Working collaboratively and liaise regularly with relevant GoA Ministries and other stakeholders, as needed, to ensure Ministry, Cross-Ministry, GoA, and Federal-Provincial-Territorial (FPT) planning/reporting/policy/special-project requirements are met in a timely and effective manner.
• Maintaining awareness of government direction and anticipate how changes will impact stakeholders and relevant regulations and legislation.

In this position, you will utilize your skills of attention to detail, creativity, originality and innovation, independent research, writing, and review. You will be required to define issues and develop creative, appropriate strategic policy solutions. Strong analytical skills, the ability to work with complex policy, and attention to detail and accuracy are essential to succeed in this role.

Projects involved are usually diverse and deal with strategically sensitive and complex issues. Issues involved are often unique in nature, with limited precedent to be found within the ministry or government.

You will be required to work collaboratively and develop good working relationships with staff at all levels, both internal and external to the ministry, developing a meaningful network that enables them to meet deadlines, goals, facilitate collaborative processes and ultimately to do their job efficiently and effectively. Building and maintaining relationships with internal and external stakeholders’ plays a key role in achieving success.

Qualifications

Requirements:

• A Bachelor’s Degree in public administration, public policy, political science, business, or another related field.
• Four (4) years of progressively related experience in policy analysis and development.

The following equivalencies may be considered:

• Diploma plus 6 years’ related experience
• Certificate plus 7 years’ related experience.
• 8 years of related experience in lieu of formal education.

Experience or knowledge that will be considered an asset:

• Significant understanding of government or public sector policy development and decision-making processes.
• Knowledge of government or public sector business planning, reporting and decision-making processes and structures.
• Knowledge of the land-based and online gaming industries and the implications of these for Alberta.
• Knowledge of ARTS or similar tracking systems to route items to leadership for approval.
