Job summary

PCL Constructors Westcoast Inc. in Richmond, BC, seeks a Senior Marine Estimator to lead preconstruction, estimating, procurement and risk management for complex marine and waterfront projects.

You will guide risk assessment, cost modelling, and bid strategies across berths, jetties and port infrastructure. Ideal candidates bring 15+ years in estimating and a deep understanding of marine construction, with leadership skills to mentor teams and collaborate with clients, engineers and contractors.

Qualifications

• Advanced knowledge of contracts, procurement and risk management principles.
• Experience leading estimates and risk assessments for large, complex projects.
• Strong leadership, negotiation and stakeholder management abilities.

Responsibilities

• Analyze contract documents, specifications and risks for hard bid, CM and design-build projects.
• Lead development of conceptual estimates, cost models and budget proposals.
• Develop pursuit strategies and monitor key milestones.
• Lead prequalification, scope development, tendering and bid evaluation.
• Monitor design development for constructability and budget alignment.
• Prepare risk assessments and mitigation plans; support value engineering.
