Job summary

City of Coquitlam in British Columbia seeks a seasoned Manager, Labour Relations and HR Strategy to guide the labour relations portfolio, shape bargaining strategy and translate organizational priorities into practical HR programs.

Reporting to the CHRO, you will lead complex negotiations with CUPE and IAFF, oversee grievances and investigations, advise senior leaders, and advance the Talent and Retention Strategy through policy development and implementation.

Qualifications

• Degree in Industrial Relations, Labour Relations, HR, Business Admin, Commerce or related field.
• Extensive labour relations experience in a complex unionized environment.
• Experience developing bargaining strategies and leading negotiations.
• Experience managing grievances, investigations, and discipline.
• Strong knowledge of employment, labour and human rights legislation.
• Ability to build relationships with unions, managers and HR colleagues.
• Experience leading HR initiatives and strategic objectives.

Responsibilities

• Lead the City’s labour relations portfolio with strategic direction on bargaining and administration.
• Develop bargaining strategies and lead negotiations with CUPE and IAFF.
• Build constructive relationships with union representatives and management.
• Oversee grievances, investigations, discipline and dispute resolution.
• Advise leaders on performance, discipline and HR issues with sound judgment.
• Operationalize Talent and Retention Strategy with practical initiatives.
• Develop, review and implement HR policies aligned with law and agreements.
• Prepare reports and brief senior leadership; support CHRO with Council submissions.
• Coach managers and HR professionals in labour relations practices.
• Identify improvements in labour relations processes and service delivery.
