Job description

The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Head Enterprise Systems Solutions, the Senior Manager, IT Operations:

  • Contributes knowledge and expertise to the development of the information technology vision and strategy in alignment with Building Ontario Fund’s goals and objectives. Establishes a long-term technology roadmap that supports business expansion and scalability.
  • Contributes IT expertise and provides advice and recommendations to senior leadership.
  • Builds strategic alliances within the Agency/Ministry, and OPS-wide partners and establishes strong, trusted relationships.
  • Develops and sustains partnerships with clients to provide advice, understand technology needs, and develop IT strategies that deliver solutions that support their business objectives.
  • Provides high-level support and coordination for IT operations, including data, network, and the design, implementation, and maintenance of IT infrastructure. Ensures proper monitoring, troubleshooting, system backups, archiving, and disaster recovery and adherence to sound technology practices and procedures.
  • Provides strategic and technical security mitigation planning and leads the design, development and maintenance of cyber security. Maintains up to date industry knowledge on cyber security threats, tools, trends, and regulatory requirements. Leads business continuity, security commitment, audit, and disaster recovery processes.
  • Leads all IT projects, ensuring adequate resources, timely delivery, quality control, and budget adherence. Continuously communicates project status and updates to stakeholders.
  • Manages financial planning and management, including planning, budget management, reporting, and delivery within allocated yearly budgets. Reviews and manages IT service agreements, ensuring SLAs are met and services are delivered at a high standard.
  • Negotiates and manages relationships with vendors, service providers outsource partners, and contractors to secure necessary products or services.
  • Leads the development and implementation of IT policies and procedures.
  • Identifies opportunities for innovation to enhance IT performance, reduce costs, and improve user experience. Stays updated on industry trends and emerging technologies to drive innovation.
  • Champions a culture of continuous improvement and innovation within the team, fostering an environment that incorporates the principles of inclusion and diversity to support an effective, efficient, and respectful workplace, and encourages the exploration of new technologies and methodologies. Provides clear vision and direction, mentoring team members, and promoting collaboration across Building Ontario Fund to achieve strategic goals. Responsible for hiring, orienting and training of staff, determining performance standards and conducting performance reviews.
Qualifications
Education and Experience
  • Bachelor’s degree in computer science, information systems, or a related field.
  • A minimum of 5 years managing and operating IT services including overseeing daily operations, maintaining service quality, and vendor management.
Knowledge and Skills
  • Strong knowledge of network architectures, cloud services, and data centers, virtualization, and hardware management as well as expertise in managing servers, databases, and virtualization technologies.
  • Knowledge of service and change management and business consulting principles and practices.
  • Strong knowledge and understanding of security protocols, threat management, best practices, and compliance regulations and skills in planning and implementing disaster recovery and business continuity strategies.
  • Knowledge of legislation, directives, policies and processes relating to I&IT, privacy, and security, financial, purchasing, contract and account management along with risk
