The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
Reporting to the Head, Financial Planning & Analysis, the Senior Manager, Financial Planning & Analysis will:
- Provide leadership to key financial planning, budgeting, forecasting, and reporting initiatives that drive financial accountability and resource optimization in support of BOF’s mandate.
- Act as a strategic finance business partner, delivering data-driven insights that support effective decision-making, resource allocation, and spending discipline across BOF departments.
- Coordinate the annual enterprise-wide budget process, consolidating business unit submissions and preparing materials for executive and ministry review.
- Lead a periodic rolling forecast process and multi-year financial planning, incorporating cash flow scenarios, infrastructure pipeline projections, and long-term financial sustainability models and metrics.
- Build and manage cost allocation and funding models (e.g., activity-based costing), aligning to BOF’s funding envelope and mandate.
- Implement and maintain BOF’s financial data infrastructure and enterprise systems (ERP, CRM, Loan / Asset Management Systems).
- Develop financial models, dashboards, and scenario-based planning.
- Deliver high-quality, timely reporting packages for executives and the Board, including dashboards, KPIs, variance analyses, and commentary.
- Lead and coach a team of Financial Analysts and Business Analysts, ensuring high-quality output and fostering professional development.
- Partner with departments to support investment case costing and develop organizational and departmental KPIs.
- Drive continuous improvement in FP&A processes, templates, financial literacy, and reporting tools
Qualifications
Education and Experience
- University degree in finance, accounting, economics, or a related discipline; CPA or CFA required; MBA is an asset.
- 8+ years of progressive experience in FP&A, budgeting, or strategic finance roles, including several years of management experience.
- Experience in a government, Crown agency, investment firms or project finance and funding environment preferred.
- Previous experience with start-up organizations, including building a team, and setting up new systems, processes and procedures would be an asset.
- Experience managing, motivating and developing a group of professionals, to produce high quality work, within tight deadlines, is essential.
Knowledge and Skills
- Strong knowledge of budgeting, rolling forecasts, public-sector funding models, and scenario analysis.
- Proven ability to translate complex financial results into compelling narratives.
- Ability to analyze complex issues, synthesize findings and identify actions and recommend solutions, set priorities and operationalize plans.
- Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching.
- Proven to be a collaborative leader with leadership style that incorporates the principles of inclusion and diversity.
- Advanced proficiency in Excel, financial modelling, and dashboards; Power BI experience is required.
- Excellent interpersonal and communication skills, with a demonstrated ability to collaborate across functions and lead change.
