As the Senior Manager, Compliance, Licensing and Enforcement within the Enforcement Division, you will lead a team across 4 functional areas responsible for ensuring regulatory compliance across licensing operations and enforcement activities. You will oversee the development and implementation of policies, procedures, and risk-based frameworks to maintain compliance with applicable by-laws. This role requires strategic leadership, stakeholder engagement, and the ability to manage complex investigations and licensing processes. You will also provide expert guidance to internal teams and external partners while driving continuous improvement in regulatory practices.
Duties and Responsibilities
- The role leads and creates operational policy and business planning for its area(s) primarily through updating existing bylaws and creating net new bylaws.
- Collaborate with regulatory bodies, government agencies and internal departments to maintain effective communication and resolve compliance-related issues.
- Oversee and manage the preparation of written materials, e.g. Corporate Reports, project/pilot submissions and discussion papers related to the C&E program and service delivery mandate.
- Leads the branches performance metrics and data collection, as it pertains to caseloads, emerging trends, orders issued, legislation enforcement results (complaints investigated, orders issued, APS, Part I and Part III charges, and convictions, etc.) and financial reporting.
Property Standards, Investigations & Enforcement
- Provide business guidance to Managers, Supervisors and teams ensuring effective deployment of investigative and enforcement resources to meet case load pressures and emerging trends/issues.
- Oversee the front-facing public counter service, which services 6000+ residents and business owners annually.
- Benchmarking with other jurisdictions for any future changes to the area’s design and working cross functionally within the city to ensure bylaws are properly enforced.
Specialized Housing Enforcement
- Provide leadership to the following programs*: Rental Standards Program (formerly MARC), Short Term Accommodation Program, Direct Enforcement Program (e.g. repeat offenders), Renovictions Program, Basement Apartments/ADUs Program, Lodging/Rooming House Program.
- Development and implementation of annual proactive strategies for enforcement operations using risk-based matrix for the Proactive Property Standards Program.
- Development of comprehensive media outreach plans for contentious issues, in collaboration with Strategic Communications & delivering interview and SMEs to TV, radio and print media.
Licensing, Permits & Regulatory Services
- Oversee, licenses and permits processed by dedicated clerks/analysts across all units (i.e. PSIE, SHE & BCE) and cross training of the team to provide improved customer service to residents.
- Manage the expansion of contract management and financial reporting for the Charity Gaming Program.
- Implementation and delivery of the Division’s Online Business Licensing Program.
By-law, Compliance & Enforcement
- Responsible for 24/7/365 enforcement of the by-laws relating to the mobile licensing industry, such as taxicabs, limousines, airport vehicles, refreshment carts/vehicles, ice cream trucks, driving school vehicles, special events, parking lots and Transportation Network Companies (e.g. Uber/Lyft).
- Input strategic business decisions to operationalize strategy for units reporting to the role.
- Provide strategic advice to senior leadership on C&E initiatives and operational issues and supports the Director, Enforcement at briefings on key initiatives requiring approval.
- Responsible for drafting new bylaws and working cross functionally with Legal and other areas of the City to enforce bylaws.
- Utilizes subject matter expertise to interpret bylaws including how to enforce or revise which demonstrating specialized judgement for complex situations and potential outcomes.
- Enforcement of the following by-laws, including but not limited to: Adult Entertainment Establishment Licensing By-law, Fireworks Licensing and Use By-law, Nuisance Gathering By-law, Noise Control By-law, Nuisance Lighting By-law, Transportation Network Company By-law and Vehicle Licensing By-law.
Skills and Qualifications
- 10+ years experience in the field of regulatory compliance.
- Municipal / Government experience, law enforcement, working with other regulatory offices (police, CFIA, BIAs, etc.).
- University degree in a related field.
- Experience in leading and managing teams in a highly fast-paced working environment.
- Experience working with elected officials when dealing with complex and/or contentious issues, demonstrating an understanding of the political environment.
- Proven track record of displaying sound judgement and tact in public forums, excellent problem solving and conflict resolution skills.
- Has formed, developed and led highly effective, professional, motivated and engaged and collaborative teams.
- Outstanding skills in influence and persuasion and the ability to exercise diplomacy and discretion in all relationships and interactions.
- Excellent presentation skills and ability to summarize to brief the Director on potential contentious issues prepare briefing notes, information notes and report on C&E issues and deliverables.
- Oversee and prepare overall budget of $12M+ and work cross functionally with Finance to implement, forecast and track inputs.
- Subject Matter Expertise and ability to conduct risk analysis for deliverables that impact achievement of program commitments.
Hourly Rate/Salary:$ 157,986.00 - $ 210,644.00
